SIGNAL TECHNICIAN III - TRANS.
CLASSIFICATION TITLE: SIGNAL TECHNICIAN III
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform intermediate to advanced semi-skilled and technical work in the construction, installation, maintenance, repair, and operation of traffic signal systems and related components. Work requires familiarity with engineering specifications, construction standards, and department procedures as they relate to assigned duties. Must be able to work independently in applying these rules and procedures to a variety of work situations, problems, and specialized tasks. Work is performed under the general direction of a supervising engineer who monitors and inspects work while in progress and upon completion. This position is generally considered a senior-level lead position on a traffic signal work crew, functioning as a working supervisor overseeing assigned crew members.
ESSENTIAL FUNCTIONS

Installs, maintains, and operates traffic signals and related components including: traffic signals, battery back-up systems, variable message signs, computerized traffic control systems, school zone flasher assemblies, warning flashers, traffic signal controllers, vehicle detection systems, time clocks, surveillance cameras, fiber optic cable, radio communication system components, Ethernet network communication equipment, emergency vehicle detectors, pedestrian signals, and related other related devices.
Leads the erection of concrete, steel, and timber signal poles; hangs signal heads; runs electrical wire and cable aerially and underground; installs conduit; cuts concrete for loop detection systems.
Perform intermediate level programming, diagnostic troubleshooting, and repairs to solid state, electronic, electrical, digital, and microprocessor based components.
Assists Transportation Control Center (TCC) personnel with troubleshooting advanced signal operation parameters and network communication devices.
Regularly works from a bucket truck suspended over traffic.
Ensures tasks performed are in accordance to Manual on Uniform Traffic Control Devices (MUTCD) requirements.
Oversees assigned crew members; assigns work; provides guidance and direction; resolves work place issues; evaluates performance; and recommends disciplinary and other personnel actions as appropriate.
Oversees work in progress and ensures work adheres to quality and safety practices while in compliance with specifications, plans, applicable codes, regulations, and standards.
Assist with the inventory system of shop and field components and replacement parts.
Assists with material identifications, cost estimates, scheduling, work plans, prioritization of job tasks of the traffic signal section.
Participate in the Department's Emergency Response/Call-Back Program as required.
Documents work activities and other data on departmental forms.
Assist engineers in responding to citizen complaints, trouble calls, and general inquiries.
Assists engineering positions as needed.
Reads and interprets project plans.
ADDITIONAL FUNCTIONS
Flags and directs traffic and places temporary traffic control devices around project/work site to ensure safety of crew and the traveling public.
Assist with the upkeep and cleanliness of the Transportation and Development facility including shop area, storage areas, and material yards.
Maintains and cleans equipment and vehicles.
Perform manual labor as required.
Participate as needed in repair efforts related to inclement weather conditions, natural disasters, and other emergency situations.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Associate's degree; supplemented by three (3) years experience using hand tools, general construction, and traffic signal construction and maintenance, including one (1) year of project management experience; OR High school diploma or GED; completion of a certificate program at a Technical College in a related field; supplemented by six (6) years experience using hand tools, general construction, and traffic signal construction and maintenance, including two (2) years of project management experience; OR High school diploma or GED; supplemented by ten (10) years experience using hand tools, general construction and traffic signal construction and maintenance, including four (4) years of project management experience; OR any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license. Preferred candidate would hold certification as a Flagman and an International Municipal Signal Association (IMSA) Level 2 Signal Technician.

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and that generally involves lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, humidity, rain, temperatures, noise extremes, wetness, machinery, and vibrations or traffic hazards.
