Job Description:

The Test Operations Manager is responsible for leading wafer and module test execution for US Operations. Leads a team of engineers and technicians in test and troubleshooting of RF devices to performance specifications (RF/DC) and backlog. Collaborates with design engineering, test equipment engineering and other staff functions to achieve quality, cost and schedule goals.

Responsibilities:

• Lead, coach and develop the Test Operations Team. Evaluate staffing requirements based on forecasted needs. Take action to address challenges. Cross training team to support short and long-term business needs. Ensure attendance compliance and take remediation actions if required
• Ensure test deliveries and objectives are completed on schedule, in cost and within quality requirements. Communicate execution goals and objectives to the Test Team. Assist/train team members in test setup, stand calibration and troubleshooting. Assist in root-cause test failures determination to ensure issues are understood.
• Monitor daily throughput and address any production shortfalls. Work with the cross functional teams to address test coverage, rates and yield challenges. Work with manufacturing groups that deliver wafers and modules to test. Utilize ERP tools, production planning and material control to develop execution plans. Develop capacity models for test stands and people.
• Facilitate new product transition from engineering to manufacturing. Coordinate with Product Engineering and Test Equipment Engineering for test readiness and to communicate future test requirements. Support test plan development and provide feedback.
• Establish and maintain department operating budgets. Track and monitor variance to plan with finance support. Manage department direct and indirect costs.
• Define and hold teams accountable for production KPIs around safety, quality, delivery and cost. Assure conformance to product specifications and work instructions. Lead first pass yield improvement activities, drive measures to improve test methods, equipment performance, and increase product quality. Help drive root cause and corrective action/8D methodologies. Establish team metrics around output (units/day), overtime, productivity (units/person hour) and cycle time. Support NPI efforts.
• Conduct daily/weekly periodic assessments of all work areas for safety and cleanliness. Identify and correct any issues, concerns or areas for improvement. Lead team in Safety, 5S, ESD, and FOD protocols. Be an exemplary role model and leader in continuous improvement. Review and enforce the use and maintenance of work instructions, routers, logs, scrap tickets, and company procedures.
• Maintain capital equipment plans for the business area. Assess equipment capability and production capacity to meet production build plans. Identify and perform capital equipment justification and process capital equipment request (CER) as required. Ensure that appropriate preventative maintenance is being performed on the equipment. Review and maintain calibration schedules for the area equipment. Prevent production disruptions.
