The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. The NCSB is seeking a Service Coordinator (Case Manager III) in Infant and Toddler Connection. This position provides Service Coordination for children and families receiving early intervention services through the Infant & Toddler Connection of Norfolk. It manages a caseload of children with developmental delays, atypical development, or medical conditions likely to lead to developmental delays, ensuring families can access the resources needed to help their child reach developmental milestones.

Essential Functions

Essential functions include but are not limited to:

  • Service Coordinator (Case Manager III) will work with the family from the initial intake appointment, through assessment, IFSP development, IFSP reviews, annual assessments, and transition.
  • Link individuals to needed resources and supports, including medical services, outpatient therapists, support groups, and preschool special education.
  • Contact family to check on progress monthly to determine if there are changes in status and if supports are being delivered as expected.
  • Coordinate with service provider(s) routinely to ensure child is making progress and IFSP is in compliance with Federal and State regulations.
  • Document all components of work in the electronic record within program expected timelines.
  • Service Coordination will require travel in the community and home visits at the families homes and other community locations.

Education/Experience

Bachelors degree in a human services field.

Two years experience in a human services field related to the areas of assignment. Some assignments may also require specific experience working with various types of client populations.

Preferred undergraduate degree in one of the following areas:

Allied Health

Child and Family Studies

Counseling

Criminal Justice

Early Childhood (including growth and development; special education)

Human Development

Human Services

Nursing

Psychology

Public Health

Social Work,

Special Education

Masters degree preferred.

Additional Information & Requirements

  • Valid Drivers License may be required depending on assignment.

  • Certification in basic first aid and CPR, depending on area of assignment.

  • Must be able to obtain Early Intervention Case Manager certification through DBHDS preferred.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
