MAJOR FUNCTION

Advanced professional, creative and technical work, planning, coordinating, directing and producing television programs and videos for government access channel and digital media.

ILLUSTRATIVE DUTIES

  • Under general direction, employee works in accordance with government television standards of producers, and directs the activities of lower level production personnel and interns.
  • Exercises significant initiative and discretion in the professional and technical aspects of program production.
  • Work includes physical and mental difficulty and includes all aspects of video production.
  • Must be able to work in a high-stress environment with multiple high- priority deadlines and manage simultaneous activities for clients of varying levels of importance.
  • Project development and execution for television and digital media, including research, script development, production, editing and broadcasting. Identifies and recommends resources needed to accomplish productions.
  • Lead video/audio engineering operations and projects to include design, data collection, writing specifications, reviewing project status, and ensuring compliance with requirements.
  • Design, procure, install and maintain video and audio production systems, post-production systems, and automated playback system.
  • Formulate technical requirements and prepare bid specifications for video and audio systems and related distribution systems.
  • Assists in strategic and long-range planning of channel's operations, programming, and equipment acquisition.
  • Instructs and oversees the work of support staff, contract producers, and interns during productions to ensure proper performance of assignments and equipment usage.
  • Operates master control/studio control for live and pre-recorded programming switching, including encoding and quality control of video and audio signals.
  • Procures, produces, schedules, directs, edits, and programs television shows, internet videos and public service announcements.
  • Produces, directs, and operates equipment for live and taped remote television productions. Coordinates with event planners to ensure best use of equipment and personnel resources.
  • Directs and participates in set up for studio, truck and remote productions including site surveys, lighting, audio, camera setup, laying cable, shooting and other engineering duties for video-production and operation of motor vehicle as required.
  • Sets up public address/microphone systems at county functions.
  • Coordinates with county communications specialists to ensure maximum exposure for high-profile projects.
  • Maintains video library.
  • Performs related work as assigned.

KNOWLEDGE, ABILITIES AND SKILLS

  • Demonstrated advanced proficiency in proper use of video production equipment, strong script writing skills, non-linear editing software (Adobe Premiere Pro, After Effects and Photoshop), directing, graphics, audio, waveform monitor, vector scope, traffic and automated playback, troubleshooting of equipment, word processing and scripting programs.
  • Able to work independently and productively and direct work of others as needed.
  • Knowledge of circuit boards, processors, chips, electronic equipment, computer hardware and software, including programs and applications.
  • Knowledge of media production and dissemination techniques, broadcasting, switching, control and system operations.
  • Knowledge of local government broadcasting and FCC regulations.
  • Must have visual and hearing acuity.
  • Able to communicate effectively both orally and in writing. Must be able to work nights and weekends and travel when necessary. Must have knowledge of safety and occupational hazards. Must be able to perform in all weather conditions, lift and transport 45 lbs., bend, stoop, sit or stand for long periods of time and drive from location to location.
  • Exercise significant initiative and independent judgment in developing and managing multiple simultaneous projects with minimal general supervision.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited (4) four-year college or university with major course work in communications, television, public relations or a closely related field and five (5) years progressive experience in video and digital media program development and production.
  • A valid driver's license is required; a Florida driver's license must be obtained upon employment. The employee must maintain a clean driving record to operate an assigned county vehicle.
  • A comparable amount of related training and experience may be substituted for the minimum education qualifications.

SPECIAL REQUIREMENTS

"Candidates selected for an interview will be required to provide a professional portfolio showcasing relevant work experience, including examples of multimedia, graphic design, photography, marketing materials, and / or other creative projects. Candidates must also submit examples of video productions they have developed, produced, edited, or otherwise contributed to that demonstrate their proficiency in video production and storytelling."

Will be required to work flexible schedules outside the normal routine; evening and weekend productions are typical requirements.

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the county and its residents.
