Elm City Communities, the Housing Authority of the City of New Haven, is seeking an experienced and visionary Senior Vice President of Finance, IT & Procurement to lead enterprise financial operations, technology strategy, compliance, procurement, and long-term capital planning for one of Connecticut’s most impactful public housing organizations.
This executive leadership opportunity is ideal for a CPA or senior finance executive with deep experience in affordable housing, public housing authorities, HUD-regulated environments, nonprofit finance, mixed-finance development, or government-related financial operations. The role offers the opportunity to shape financial strategy, modernize enterprise systems, oversee procurement and compliance, and support transformational housing and community development initiatives across New Haven.
About the Role
Reporting directly to the President, the Senior Vice President of Finance, IT & Procurement serves as a key member of the executive leadership team and principal advisor on all matters related to financial stewardship, budgeting, auditing, compliance, information technology, and procurement operations.
This leader will oversee enterprise-wide financial management for a complex, HUD-regulated organization managing public and private funding streams, capital improvement initiatives, affordable housing development projects, and technology modernization efforts. The position also provides strategic oversight of finance teams, IT operations, procurement functions, audit readiness, risk management, and regulatory compliance.
The ideal candidate is a strategic and operational finance leader who can balance executive-level planning with strong technical expertise in public sector finance, nonprofit accounting, affordable housing finance, and enterprise systems management.
