Overview:

Omega Technical Services is seeking a highly motivated Senior Technical Advisor Lead Operations Support Specialist to support ongoing operations in Aiken, SC.

 

Plan, develop, implement and administer a variety of broad or unique programmatic, technical or administrative functions in direct or indirect support of operations. Provide immediate level guidance, work direction, oversight, and leadership to a functional work group(s), section or unit in an operations or operations support capacity. Act in a lead capacity and may direct the work of both exempt and nonexempt employees in a non-supervisory capacity.

Plan, develop, implement and administer a variety of broad or unique programmatic, technical or administrative functions in direct or indirect support of operations. Provide immediate level guidance, work direction, oversight, and leadership to a functional work group(s), section or unit in an operations or operations support capacity. Act in a lead capacity and may direct the work of both exempt and nonexempt employees in a non-supervisory capacity.

 

Perform a wide variety of complex, advanced and diverse functions in direct or indirect support of operations in the area, department, section, unit or work group assigned. Receive assignments in the form of objectives and establish goals to meet objectives. Exhibit competency at the highest technical or programmatic level as demonstrated through both personal expertise and the effective direction and leadership of assigned work group. Provide centralized control of a program or process that supports operations. Interpret and communicate programmatic, technical or process changes to operations personnel. Generally acknowledged as the highest level subject matter expert in a staff position for the general function or area supported. Monitor and assess operations-related evolutions in facility systems or equipment. Ensure the safe and optimally efficient operation of facility systems and equipment. Perform periodic reviews and assessments to ensure facility systems are operating properly and are being maintained within required limits. Maintain a comprehensive awareness of scheduled or anticipated work evolutions or other related operations support activities that could impact facility operations on shift/area of responsibility. Demonstrate positive and adverse trends in operations and operations support Performance measures. Identify causal factors and develop recommendations to mitigate adverse trends and to enhance positive trends.

 

Prepare and/or review facility work packages and related work control processes in support of operations. Review and ensure the communication and understanding of new and revised technical and operations procedures, bulletins and required reading to operators and other relevant operations support personnel. Conduct training for operations personnel on new systems and equipment and evaluate and critique performance. Function in a variety of contingency coordinator roles in support of operations. May provide feedback and recommendations to management on work group performance for training, discipline, promotion and demotion. May provide relief for or represent the next immediate level of management.

 

Provide technical and conduct of operations support to Site Services (SS). Primary responsibilities included, conducting independent oversight for all Operations/Maintenance

activities and projects, specifically for SS Infrastructure and Functional Maintenance. These

oversight areas are identified based upon organization need throughout the year. Additional

responsibilities include advising and assisting junior and mid-level SS personnel, in addition to

SS Operations, FLM’s, Leads/Mechanics and the SS Management team, while advocating opportunities for their personal growth, providing subject matter expertise and advice in conduct of operations and conduct of maintenance, participating in the reviews of projects and

programmatic documentation, making recommendations and assisting the staff in meeting

objectives while ensuring technical excellence and cost effectiveness, sharing technical and

conduct of operations knowledge and experience with the new staff to assist in the acceleration of personnel learning and qualifications, providing recommendations on methods to improve and accelerate the onboarding of the newer staff.

Education Requirements:
  • Bachelor’s degree in a technical discipline and 12 years of relevant experience.
  • Associate degree in a technical discipline and 16 years of relevant experience.
  • High School Diploma and 20 years of relevant experience.
Qualifications:
  • Candidate must be a U.S. Citizen. 
  • Satisfactory results of a pre-employment screening, which includes a drug and breath alcohol test, along with a Motor Vehicle Record check. 
  • Candidate must be able to obtain and maintain a DOE Security Clearance. 
  • A comprehensive level of knowledge and understanding of all aspects of the functional area assigned is required, including specific knowledge of a facility or area or location

    supported, where appropriate.

  • Thorough knowledge and understanding of all pertinent policies, practices, procedures, DOE orders and regulatory statutes which impact the function or facility supported.

  • Candidate shall have a minimum of thirty (30) years of experience in facility operations

    support.

  • Candidate must have a minimum of twenty (20) years of experience in management

    roles in Operations organizations.

  • Candidates with knowledge of Site Services scope, fire protection, LOTO, Conduct of Operations and Conduct of Maintenance.

  • Conduct of Operations related procedures and requirements in the DOE environment.

  • Working knowledge of DOE / NNSA orders/procedures/requirements.

  • Working knowledge of Hazardous Energy Control and HPI Tool use.

  • Working knowledge of fire protection requirements in the DOE environment

  • Candidates must demonstrate strong mentoring/coaching capabilities, verbal and written

    communication skills, excellent listening skills, ability to work well with others in a team

    environment, and excellent planning and organizational skills.

Preferred Qualifications:
  • Possession of an active DOE/DoD clearance within the past two (2) years is preferred. 
  • Previous DOE/NNSA work experience. 
  • Candidates with previous SRS experience are preferred.

  • Extensive knowledge and experience with the Department of Energy Orders and

    Regulations, relative to the technical and operations support required of DOE facilities

    and Site Services scope, is preferred.

  • Candidates with fire protection knowledge in DOE facilities are preferred.

Work Schedule: A 40 hour work week is scheduled. Client utilizes various work schedules including 5/8s (8 hour/day; five days per week), 4/10’s (10 hours/day; four days per week), and 9/80’s (9 hours/day, five days on week AA and four days on week BB. Work week excludes Client holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager.
