DUTY 1:

Serves as the strategic and integrated planning advisor/technical expert consultant and represents the USAF in matters relating to enterprise-wide civil engineering activities and discussions with the SAF, HAF, DoW agencies, Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), as well as the MAJCOM civil engineer staffs. Routinely provides technical expertise in civil engineering principles and practices to solve strategic direction and resourcing problems. Guides development of the Civil Engineer enterprise 20-year strategy to ensure built and natural infrastructure, human capital, and equipment assets are delivered to support the Air Force Strategic Master Plan and the Agile Combat Support Core Function Support Plan. Serves as the A4C Directorate representative in interactions with other staff offices where specific professional experience and knowledge concerning general engineering, to include basing and installation development, NEPA, encroachment, and asset management principals are required. Originates correspondence and technical briefings required by the foregoing engineering management duties and responsibilities and maintains constant liaison with other Air Staff organizations.

DUTY 2:

Represents the Director of Air Force Civil Engineers and divisions in matters relating to enterprise-wide civil engineering transformational change, organizational change management (OCM) and continuous improvement. Establishes and incorporates OCM concepts and standards, plans, programs and procedures. Facilitates enduring enterprise transformational and organizational change through the application of OCM tools and processes. Serves as advisor to the Assistant Secretary of the Air Force (Installations & Environment) on matters relating to enterprise transformational change. Serves as a transformation advisor throughout the implementation lifecycle providing specialized and unique change management guidance on business operations and associated applications. Improves civil engineering functional processes through business process re-engineering, development of doctrine, organization, training, materiel, leadership, personnel, facilities and policy (DOTmLPF-P) implementation plans, and implementation of continuous improvement through development and monitoring of key performance indicators and supporting metrics. Guides Civil Engineer Directorate in defining process problems and identifying required capabilities needed to effectively and efficiently carry out civil engineer core tasks.

DUTY 3:

Establishes, interprets, and implements policies, guidance and procedures to provide oversight and management of civil engineer core tasks. Prepares Air Force Instructions and other published strategic plans and implementation policy, and assists with writing AFPDs and Mission Directives, for worldwide use to implementation, and manages standardized processes across the CE enterprise. Develops policy and criteria for strategic planning, transformation, OCM, civil engineer governance and installation development. Provides guidance and direction to Civil Engineer Directorate divisions on policy and guidance to ensure standardization across all Air Force civil engineering program areas. Applies expert analytical and evaluative skills in developing Program Group strategies and implementation activities; supporting a variety of major mission and operational requirements, compatible with OSD and Air Force strategy, policies, concepts and objectives; and providing the broadest range of alternatives to Air Force leadership for decision. Manages the Installations Governance Structure and process, to include the Installation Executive Council, CE Council, Board and Program Groups.

DUTY 4:

Represents the concerns of the Air Force at senior strategic meetings and conferences; prepares staff studies and various documents to meet special needs; develop and gives oral presentations; leads and/or serves on steering committees. Advocates positions that seek to maintain USAF operational flexibility and reduce unnecessary resource impacts on USAF programs. Provides expert, comprehensive, and timely support to customers while actively supporting achievement of goals and objectives. Identifies and interprets broad guidance to allow for development and dissemination of accurate policy guidance. Provides guidance to staff members to ensure success of initiatives. Advises and briefs USAF senior leadership on plans and program issues and provides logical resource project roadmaps to include timelines. Establishes goals and assigns responsibilities to subordinate personnel. Advises subordinate personnel of changing status and requirements. Prepare reports, responses to queries, justifications, and background papers/briefings on the technical aspects of areas of expertise and assignments. Routinely briefs Air Staff, AF/A4C, and MAJCOM senior leadership on program aspects as applicable.

  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Employee may be required to travel TDY to perform assigned duties on commercial or military aircraft.
  • Employee may be required to work other than normal duty hours to provide direct support to leadership, conferences, or special initiatives or programs related to the AF Civil Engineer Career Field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must have included: 1) Expert, unique, complex, and thorough knowledge, extensive experience, and proven special expertise in civil engineering financial programs, their underlying statutory and regulatory framework, and the interrelationships with Related DoW-wide and private sector activities to formulate, analyze and implement broad programmatic Financial Management programs; develop and oversee large complex studies and projects with far-reaching impact; and identify and develop fiscal strategies in response to emerging CE mission requirements; 2) Mastery knowledge of Congressional, DoW, Joint, and USAF structures, missions, programs, policies and organizational relationships to facilitate effective advancement of Air Force capabilities; 3) Mastery of advanced management and organizational principles and practices, and a comprehensive knowledge of planning, programming, and budgeting processes; 4) Thorough knowledge of DoW and Air Force planning, acquisition, and management processes to provide force planning and investment strategy advisory services to ensure support for long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts; 5) Comprehensive and expert knowledge of Air Force Civil Engineering financial programs; 6) Prior experience in Federal, DoW, and Air Force financial processes, and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; 7) Comprehensive ability to conceive, plan, and manage all aspects of a unique program or project of broad scope impacting a critical OSD Program; 8) Advanced understanding and knowledge of broad financial concepts that facilitate the ability to generate and analyze projects and programs which depart from previous practices, and which require the initiation of CE legal innovations, concepts and principles; 9) High degree of skill and experience to be successful as the CFO and consult top OSD and DoD management officials to advise on CFO and CE programs and integrating CE functions which are of such consequence that their failure could affect DoWs mission, and which have economic consequences for significant portions of the DoWs financial auditability; 10) Ability to identify and propose solutions to financial problems which are characterized by their breadth, importance, and severity, and where previous studies and determinations based on established principles and techniques are frequently inadequate; and 11) Expert interpersonal and communicative skills including written and verbal communications that facilitate formal public speaking, negotiation, and persuasion of individuals with competing or conflicting interests.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Professional knowledge of a broad range of program management (comprehensive planning, asset management, mechanical, civil, electrical, and environmental) and engineering concepts, principles, and practices and knowledge of Air Force Civil Engineering goals and objectives.
  • Extensive knowledge of a broad range of problem solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering.
  • Knowledge of change management approaches, tools, development, utilization, and tracking of performance metrics, and phases of the project lifecycle.
  • Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations.
  • Skill in conducting regular or periodic reviews of subordinate organization programs and evaluating results to assess accomplishment of USAF program requirements.
  • Ability to research and interpret congressional language and DoD and federal agency regulations, policies and public laws, to incorporate into Air Force policy and guidance.
  • Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals.
  • Ability to recognize and analyze programs and situations and develop rules, regulations, and procedures for timely and economical solutions.
  • Ability to develop long-term strategic plans to formulate, justify, and defend assigned program. Thorough understanding of program requirements in order to develop a fully coordinated staff input to the PPBE process.
