The Specialist, Training Governance is responsible for supporting the execution and day-to-day operationalization of training governance for shipboard Learning & Development programs. This role involves coordinating training implementation activities, maintaining governance documentation, supporting audit and compliance readiness, and assisting with stakeholder communications related to shipboard training requirements.
The Specialist, Training Governance will work closely with Fleet L&D, Learning Systems, and business stakeholders to ensure training requirements are clearly understood, consistently applied, and executable within shipboard operations. The ideal candidate will have shipboard Learning & Development experience, strong subject-matter knowledge of training operations and compliance, and the ability to support complex governance initiatives in a regulated environment.
Essential Functions:
Training Governance Implementation & Stakeholder Engagement: • Supports shipboard training governance by implementing approved governance decisions and coordinating communication, alignment, and follow-through related to shipboard training requirements. • Partners with Training Governance, Learning Systems, and shipboard stakeholders to clarify standards, confirm that system configurations align with approved requirements, and support consistent application of requirements. • Executes defined governance actions, tracks implementation outcomes, and identifies systemic issues impacting shipboard training compliance. • Provides stakeholder support by responding to inquiries, coordinating discussions, and preparing summaries or status updates to ensure requirements are correctly applied in alignment with established governance standards.
Governance & Knowledge Management: • Supports the consistent application of established shipboard training governance processes by maintaining governance documentation, standards, and reference materials. • Partners with Training Governance, L&D Operations, Learning Systems, and designated training owners to research best practices, clarify requirements, and update standard operating procedures as approved. • Maintains and enhances shipboard L&D knowledge resources, including knowledge bases, FAQs, and user guides, to ensure guidance is accurate, current, and usable for shipboard execution.
Audit, Compliance & Systemic Issue Resolution: • Supports shipboard audit and compliance readiness by ensuring training governance requirements are clearly defined, accurately reflected in learning systems, and supported by appropriate documentation and evidence standards. • Executes assigned governance-related project plans and as needed, develops simple, task-level project plans to coordinate governance actions involving multiple stakeholders and dependencies. • Participates in audits, annual re-certifications, and new ship start-ups by preparing governance materials, analyzing findings to identify systemic or requirement-related issues, and executing approved governance remediation actions.
LMS Governance & Training Logic Support: • Supports shipboard training governance by supporting the definition and validation of LMS configuration and reporting logic related to training requirements, compliance status, and audit readiness. • Partners with the LMS Manager and designated training owners to ensure training assignments, completion rules, equivalencies, and reporting definitions accurately reflect approved requirements and are technically executable. • Investigates complex or escalated training logic issues that cannot be resolved through standard learner support, working with course owners to clarify requirements as needed and coordinating approved governance or system updates.
Governance Analysis & Decision Support: • Supports training governance decisions by analyzing shipboard training requirements, system outputs, and compliance data to identify impacts, dependencies, and risks. • Prepares and presents clear summaries, analyses, or supporting materials to inform governance discussions and approved changes, including participation and contribution at governance forums, HESS meetings, and stakeholder working sessions. • Responds to questions related to data, system behavior, or requirement application to support informed decision-making.
