Senior Right of Way Specialist
Location: Centennial, CO
Position Type: Contract

Position Summary
The Senior Right of Way Specialist is responsible for leading and supporting Right of Way (ROW) activities for infrastructure and utility-related projects across various locations. This role provides senior-level oversight of land acquisition, negotiations, property research, title and survey review, permitting, construction coordination, and restoration activities. The position requires strong technical expertise, project leadership, stakeholder engagement skills, and the ability to manage quality, schedules, budgets, and subcontractor performance.

Key Responsibilities

Project Leadership & Management
  • Lead Right of Way project planning activities, including budgeting, scheduling, and establishment of project objectives.
  • Manage project execution within defined scope, schedule, and budget parameters.
  • Prepare and deliver project status updates, technical reports, and acquisition reports for project teams and client management.
  • Support marketing efforts and identify key project pursuits.
Right of Way & Real Estate Activities
  • Lead land acquisition efforts, negotiations, and coordination related to easements, deeds, leases, permits, licenses, and other ROW agreements.
  • Perform quality reviews of land and Right of Way agreements, real property documents, title reports, surveys, and related acquisition materials.
  • Ensure accuracy and completeness of Right of Way documentation within stakeholder management databases.
  • Review and validate database entries submitted by Right of Way field agents.
Permitting, Stakeholder & Public Coordination
  • Prepare and submit permit applications on behalf of the project team.
  • Present technical and project-related data to project teams, stakeholders, and client representatives.
  • Represent the project at public involvement meetings and coordinate with landowners, agencies, and stakeholders.
Quality, Safety & Compliance
  • Lead adherence to the overall QA/QC process for Right of Way activities and documentation.
  • Ensure compliance with company policies, project requirements, and applicable safety standards.
  • Maintain document control, meeting agendas, and other project-related administrative deliverables.
Subcontractor & Team Leadership
  • Manage subcontractor relationships, including contracts, invoices, and change orders.
  • Train, mentor, and support Right of Way staff and junior team members.
  • Perform other duties as assigned in support of project and organizational objectives.
Required Qualifications
Education & Experience (one of the following required):
  • High School Diploma with a minimum of 12 years of relevant Right of Way, real estate, project management, or eminent domain experience; or
  • Associate's Degree with a minimum of 10 years of relevant experience; or
  • Bachelor's Degree in Business Administration or a related field with a minimum of 8 years of relevant experience.
Applicable experience may be substituted for degree requirements.

Required Skills & Experience:
  • Ability to read, interpret, and understand title reports, appraisal reports, and land surveys.
  • Demonstrated knowledge of general real estate law and real estate title work.
  • Proven experience in Right of Way acquisition, relocation, and eminent domain activities.
  • Strong project management and organizational skills with the ability to prioritize tasks and meet deadlines.
  • Excellent written, verbal, and presentation skills, including the ability to present technical information to diverse audiences.
  • Ability to work independently and collaboratively as part of a multidisciplinary team.
  • Strong attention to detail and ability to manage multiple priorities simultaneously.
  • Experience with database and stakeholder management systems.
  • Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.
Licenses & Certifications:
  • Valid driver's license required.
  • Ability to meet and maintain company motor vehicle safety requirements.
  • SR/WA designation or other certification from the International Right of Way Association (IRWA) preferred.
  • Real Estate Broker or Sales License preferred.
Additional Preferences:
  • Utilities experience preferred, but not required.
