Senior Regulatory Programs Data Analyst 

 

**This role is onsite and requires daily commute to our office  in Philadelpha, PA**

 

The Senior Data Analytics & Partnering Specialist will serve as a business partner to the functions within Customer Affairs to translate business needs into data requirements, and to identify and define business problems that can be addressed through data analysis.

 

This position is responsible for collecting, analyzing, and reporting data related to programs under PGW’s Customer Affairs departments, and providing policy recommendations. These programs include the low-income bill assistance programs and regulatory analytics. This position will manage all the department’s data, including, but not limited to designing reports, building databases, analyzing outcomes, and developing/maintaining standardized reporting tools (scorecard, metrics, dashboard, etc.).

 

This role will not utilize any programming, but rather operate using data sets curated from the data team.

Responsibilities

Data Analytics

Provide data analytics including segmentation and statistical models.

 

Apply analytics and research skills to proactively identify customer programs and regulatory patterns and opportunities.

 

Analyze specific customer information system issues, identified by the business, to determine the business impacts (cost & volume), the complexity, the priority, and the root cause of the issues.

 

Prepare reports of findings, illustrate data graphically and translate complex findings into written text.

 

Manage annual LIHEAP/Crisis outreach and customer communications, including tracking of results of such outreach and recommendations regarding modifications to outreach and Commonwealth/federal policy recommendations.

 

Assist in implementing and managing new and existing grant programs to ensure PUC budgets are met. Include assessment of performance of such programs and providing recommendations for modifications.

 

Design, implement and spearhead Universal Service outreach campaigns, and harness data to evaluate the overall effectiveness of efforts.

 

Participate as universal service policy analyst in Universal Service and rate case proceedings, including serving as a witness in proceedings.

 

Prepare, review, analyze, and maintain records, metrics, reports, and directives related to Customer Affairs’ programs.

 

Perform financial analysis, including projections and model creation.

 

Provide timely and accurate reports on grants such as LIHEAP, CRISIS and Hardship Funds.

 

Investigate and perform root cause analysis of complex nature.

 

Lead comprehensive research and analysis projects searching for meaning in the data and information that drives the decision-making process, construct appropriate financial models to help predict/forecast future events that impact the enterprise.

 

Lead cross-functional projects using advanced data modeling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.

 

Create reports and data driven presentations with impact - identify trends and occurrences in data and translate findings into various mediums including text, charts, graphs, displays and tables.

Serve as policy contact at the Commonwealth level on low-income utility programs.

 

Perform other special projects and assignments as directed

 

Data Partnering

Partner with business units within Customer Affairs to bridge the gap between data analysis and business strategy, translating business needs into actionable data driven analyses.

 

Utilize company and publicly available data to identify trends, patterns, and opportunities for improvement, and communicate these findings to stakeholders.

 

Develop data-driven solutions, provide strategic recommendations, and support cross-functional business decisions to achieve financial savings in credit & collections, rates, and other areas.

 

Create dashboards, reports, and analytical models to assess performance of initiatives within Customer Affairs and achieve measurable cost savings.

 

Coordinate analytics across PGW business units to share strategies, data results, and other data insights in order to collaborate across silos.

 

Organize and lead executive presentations with relevant information and actionable recommendations.

 

Lead analyses targeted end-to-end business processes to improve efficiency and cost savings.

 

Manage and provide directions to a team of analysts on various projects and assignments.

 

Personnel Management

Supervise and coordinate subordinate work activities by defining tasks, developing timelines, defining milestones, analyzing business processes and financial impacts, prioritizing activities, assigning work, monitoring progress, and providing direction and assistance as needed.

 

Assess employees’ needs, ensuring subordinates are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement when applicable.

 

Evaluate and meet with subordinates to discuss work performance providing appropriate commendations and disciplinary actions to ensure employees are well equipped to meet and/or exceed job expectations.

 

Prepare and track regular reports on team performance, project status, and key metrics for senior leadership.

 

May manage temporary and/or contracted staff in support of department projects.

 

Other Related Functions

Keep abreast of current trends data and economic analysis, as it relates to the utility industry.

 

Perform other special projects and assignments as directed.

Qualifications

Bachelor’s degree in business, Business Intelligence, Finance, Economics, Statistics, or other quantitative analytical fields of study.  Advance degree preferred.

 

5 - 7 years’ experience in data analysis or other related fields.

 

Must have a high degree of accuracy and attention to detail.

 

Must have a strong knowledge of MS Office.  Expert level knowledge of MS Excel, including the ability to write advanced formulas and use pivot tables to perform calculations. 

 

Must have experience with interactive data visualization software such as Tableau.

 

Must have ability to utilize abstract reasoning techniques to build reporting logic and establish creative solutions.

Must possess excellent verbal, written and presentation skills.

 

Must have time management skills with the ability to handle multiple projects simultaneously. 

 

Must have prior experience working with significant data sets and be comfortable manipulating such data to identify trends and be able to provide recommendations to senior management.

 

Must have prior experience partnering across multiple business units.

 

Must have prior experience developing data-driven solutions to end-of-the-end business processes.

 

Knowledge of utility regulatory requirements and processes is strongly preferred.

 

Knowledge of utility low-income energy assistance programs is strongly preferred.

 

Experience with generative AI software such as ChatGPT preferred but not necessary.
