Nature of Work

This is advanced professional and administrative work responsible for planning, directing, designing and coordinating the activities of the Office of Capital Improvements (OCI) to ensure that goals and objectives are accomplished within a prescribed time frame and funding parameters. Work involves independent judgment in the application of principles and practices of planning, directing, designing, and coordinating capital projects. Supervision may be exercised over project managers, engineers and construction professionals, and administrative or related clerical staff. Work is reviewed for general adherence to established guidelines and procedures. Reports to the department director or his/her designee.

Essential Functions

Reviews project proposals to determine project time frame, funding, procedures required to complete the project, staffing requirements, and allotment of available resources for various phases of the project

Formulates the work plan for each phase of the project

Meets with staff to outline work plan and assign duties, responsibilities, and scope of authority

Confers with project personnel to ensure project is progressing on schedule and within budget

Provides on-site project support as required

Visits and inspects project sites during different phases ensuring compliance with building plans and codes

Reviews status reports prepared by project personnel and modifying schedules or plans as required

Prepares project reports for the director or designee

Confers with project personnel to provide technical advice and resolve problems

Provides direction and administration of design and construction projects through architects, engineers, contractors, and project managers

Plans, assigns, and reviews the work of a professional staff to ensure success in the monitoring of the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of complex city buildings, structures, and related projects

Coordinates project activities with activities of other governmental agencies

Assigns work to project managers and/or other staff members

Conducts research of past practices, preparing reports and providing recommendations

Performs other related work, as required.

Minimum Requirements

Bachelor's degree in Architecture, Engineering, or Construction Management and seven (7) experience in the design, construction, or project management of the design or construction of buildings or other vertical projects. Active/Inactive registration as a Professional Engineer or Registered Architect or General Contractors license in the State of Florida is desirable. Experience in the area of public safety facilities, municipal building projects, and/or city parks improvements is desirable.

OR

An equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.

SPECIAL REQUIREMENTS:

A Valid Drivers License from any state may be utilized upon application, however prior to appointment a State of Florida Drivers License must be presented to the Department of Human Resources.

If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.

  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associates, Bachelors, Masters degree or higher.

  • A valid Drivers License from any state (Equivalent to a State of Florida (Class E) may be utilized upon application, however prior to appointment a State of Florida Drivers License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment.

  • Completion of a Professional Certificate Program, including those issued upon finishing training programs or coursework, are not accepted as standalone documentation for meeting the minimum educational requirement mentioned above. Applicants must submit proof of qualifying education, such as an accredited high school diploma or its equivalent, degree seeking credits, or college/university degree or transcripts explicitly outlined in this job announcement.

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

  • An accredited four-year college or university in the United States, OR
  • A current member of theNational Association of Credential Evaluation Services (NACES), OR
