Minimum Qualifications

Must possess a State of Florida Professional Engineer license. A minimum of four to seven years of mechanical engineering experience is required. Experience in the oversight of capital infrastructure construction projects involving the management of professional teams of various disciplines, contractor or construction managers preferred. Project Management Professional certificate preferred.

Recruitment Notes

The Senior Professional Engineer represents the Program Management Office (PMO) and provides licensed engineering support across all phases of the project lifecycle, including initiation, procurement, design, construction, and closeout. The role assists the PMO team with scope and design development, reviews consultant work against project requirements, and performs in-house engineering work on smaller projects. The role provides engineering support within the PMO and does not serve as a regulatory authority for permitting or code enforcement. Responsibilities include:

  • Assisting the PMO team with the preparation of scope of work documents and design criteria packages, ensuring that project requirements are complete and technically sound before procurement
  • Reviewing consultant deliverables (drawings, calculations, specifications, submittals, RFIs) against the project scope, design criteria, contract requirements, and applicable codes to identify gaps, errors, or noncompliance
  • Preparing in-house engineering work for smaller projects, including schematic design and design development, with signing and sealing as a Professional Engineer registered in the State of Florida, as may be required by the PMO Division
  • Conducting field visits and preparing field reports as may be required by the PMO Division
  • Providing technical resolution support during construction for engineering issues encountered
  • Authoring and maintaining the PMOs technical specifications and design standards within the assigned discipline
  • Conducting technical inspections and condition assessments of existing County facilities and recommending capital priorities
  • Overseeing or directly managing capital projects as may be required by the PMO Division
  • Overseeing engineering or technical staff that may be assigned
  • Establishing and maintaining the design quality assurance and quality control (QA/QC) standards and process for the PMO within the assigned discipline.

Preferences

  • Professional engineering experience, preferably in capital construction or vertical building work, is preferred.
  • Experience with HVAC system design, building plumbing systems, and electrical systems in vertical construction is desired.
  • Working knowledge of the Florida Building Code (Mechanical, Plumbing, and/or Electrical), ASHRAE, SMACNA, and other applicable codes is desired.
  • Proficiency with design and document review tools, including AutoCAD, Revit, and Bluebeam, is preferred.
  • Experience reviewing the work of Architecture and Engineering consultants and identifying technical, code, or constructability issues is preferred.
  • Strong written communication skills is desired.
