GENERAL DESCRIPTION:
The Senior Policy and Planning Advisor provides strategic leadership and high-level advisory support to the Director and Division Administrators at the State Construction Department (SCD). This position plays a critical role in guiding statewide policy, planning, and regulatory initiatives affecting school facilities, state facilities, and construction procurement practices.
The position is responsible for developing and coordinating rules and regulations, policies, design guidelines, and adequacy standards that ensure compliance with state statutes and support decisions of the School Facilities Commission and State Building Commission. The role also works with legislative entities-including the Select Committee on School Facilities and the Joint Appropriations Committee-along with the Governor's Office and other oversight entities to support policy and procedure development and implementation.
This position supports long-term strategic facility planning for K-12 educational and state government facilities and community colleges, manages specialized facility studies, and contributes to the development of statewide capital planning strategies. The role also helps guide procurement-related policy and process improvements to ensure transparency, efficiency, and compliance in public construction programs.

Qualifications
PREFERENCES:
Architectural or Policy & Planning background with experience in educational or public facilities.
Experience in capital construction, facility planning, or public infrastructure programs.
Familiarity with public procurement processes related to construction and professional services.
Bachelor's Degree (typically in Architecture, Engineering, Construction Management, Planning, Public Administration, or related field)
Approximately 15 years of professional experience managing planning, design, construction, and maintenance programs for educational or public facilities.
Relevant experience may include architecture, engineering, real estate development, facility planning, capital program management, or public infrastructure policy
