GENERAL DESCRIPTION:
Help shape the voice and visibility of the Wyoming State Library.

This position leads the development, implementation, and evaluation of a comprehensive communications and marketing program that supports the Wyoming library community, state agencies, and the public. Serving as the State Library's media liaison, this role is responsible for delivering clear, engaging, and consistent messaging that increases awareness of library services, programs, and resources across Wyoming.

Key responsibilities include developing and executing strategic marketing campaigns to maximize the use of library resources by state agencies and residents, promoting statewide programs and events, and measuring the effectiveness of outreach efforts. This position collaborates closely with Wyoming State Library (WSL) staff, third-party marketing agencies, and WYLD consortium member librarians to coordinate and promote campaign-level initiatives that benefit libraries statewide.

This role also provides creative leadership and visual design for the State Library's website, web-based content management systems, and social media platforms. Responsibilities include developing, maintaining, and securing website platforms and plugins, ensuring content remains current and accessible, overseeing agency social media standards, and responding to public inquiries received online.

As a member of the State Library management team, this position helps identify key messages and develop communication strategies that align with agency priorities and strengthen public engagement. The role also manages special programs, including oversight of contracts, reporting requirements, exhibits, and event coordination at state, regional, and national conferences, including the Wyoming Library Association Conference.

In addition, this position may assist other Administration & Information divisions with public information and media-related responsibilities as approved by Wyoming State Library supervisory staff.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
  • Design, implement, and evaluate a communications plan that is responsive to the needs of the Wyoming library community, state agencies, and the general public. Serve as the state library's media liaison.
  • Develop and implement a marketing strategy to maximize the use of library resources by state agencies and residents. Promote programs and events. Establish a process to measure the effectiveness of marketing efforts.
  • Works with WSL staff, third-party marketing agencies, and WYLD consortium member librarians to share and promote campaign-level events on behalf of the Wyoming library community.
  • Provide creative management and visual design of web-based content management systems and social media used by the state library. Ensure that content is reviewed regularly and updated as necessary. Respond to public inquiries received via the web.
  • Designs, develops, and maintains website platform, content, and platform plugins to include security and backup processes.
  • Oversees the standard and use of agency social media accounts.
  • Serve as a state library management team member to identify key messages and develop communication strategies that address the library's service priorities.
  • Monitor associated contracts and prepare final reports for these programs. Provide and staff state library exhibits at state, regional, and national conferences and meetings such as the Wyoming Library Association conference.
  • Assist other A&I divisions with public information and media responsibilities. The time availability and types of duties will be approved by WSL supervisory staff.
Qualifications
KNOWLEDGE:
  • Knowledge of project management in both individual and team environments.
  • Knowledge of the media used in public relations.
  • Knowledge of principles and methods of marketing strategy and tactics.
  • Knowledge of media production, communication and dissemination techniques, trends, and methods.
  • Knowledge of data collection methods and analysis.
  • Knowledge of website development, design, and maintenance.
  • Knowledge of ADA Digital Compliance Initiative for state and local government services.
MINIMUM QUALIFICATIONS:
Education:

Bachelor's Degree (typically in Multi-Media Design)

Experience:

0-3 years of progressive work experience (typically in Multi-Media Design) with acquired knowledge at the level of a Multi-Media Design Specialist II

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Multi-Media Design) with acquired knowledge at the level of a Multi-Media Design Specialist II
