Job Summary

The Aging and Disability Services Division is recruiting for a Senior Management Analyst in Carson City, or Reno/Sparks Nevada. This recruitment may be used to fill current and future vacancies as they occur in the following program: Fiscal. The Senior Management Analyst will help monitor agency budgets and disseminate accurate fiscal information and reports in a timely manner. The incumbent will assist in developing the agencies' biennial budget requests, prepare monthly operating statements, BETS and MAPS for agency budget accounts. They will oversee accounting activities to ensure proper coding of expenditures in compliance with applicable rules and regulations. The position will supervise and manage the Accounts Payable team, advise management on matters concerning agency funds to assure compliance with regulations and law. They will be expected to train, supervise, and provide timely appraisal reviews of direct report staff and support subordinate supervisors to ensure appraisals of front-line staff are completed timely. The Sr. Management Analyst needs to be able to communicate in a respectable manner with all staff and customers, regardless of the situation. Maintaining confidentiality in processing sensitive documents and ensuring compliance with HIPAA and all other applicable regulations is required. They are expected to submit accurate reports to internal and external parties according to required timeframes including Federal agencies, State Controllers, State Treasurers, Governor's Finance Office, and Grants Management Unit, and perform all work in accordance with Division's policies and procedures, NRS, NAC, and HIPAA requirements. Essential Qualifications

Three or more years of applicable experience as described in the job duties and graduation from high school or equivalent education.

Job Duties

  • Conduct research and analyze legislative implications.
  • Determine software application program needs or requirements.
  • Review and monitor contracts.
  • Make recommendations on policy and procedure improvements.
  • Provide recommendations to management regarding programs and/or work unit activities.
  • Prepare reports and correspondence.
  • Review, write, revise, and recommend administrative policies or procedures for the work unit and/or assigned programs.
  • Conduct statistical or investigative studies, compile and analyze data, and prepare and present reports summarizing study results and conclusions.
  • Develop, manage, review, and make recommendations on contracts and the contracting process.
  • Review, monitor, and research bills submitted to the Legislature impacting the work unit, inform management of possible implications, and recommend an appropriate course of action.
  • Propose and draft legislation for the agency, provide testimony before legislative committees, and develop regulations from approved legislation.
  • Plan, organize, and coordinate the development and implementation of new or revised policies, procedures and/or work methods.
  • Analyze workflow, space allocation, staffing, and other factors to improve effectiveness and efficiency of operations.
  • Coordinate the development of new forms, work methods, and automated systems.
  • Design and conduct analytical, investigative, informational, statistical, and research studies related to various aspects of the agencys operations.
  • Make recommendations regarding the agency's position on issues, future courses of action, and the development of new programs or services based upon study findings.
  • Perform statistical and informational analysis and prepare analytical, narrative, and statistical reports.
  • Function as the singular expert in their program or discipline area.
  • Perform related duties as assigned.

Skill in:

  • Developing computer generated reports.
  • Organizing, developing, and making presentations.
  • Mathematical and statistical computation and research and analysis techniques.
  • Designing analytical research studies and identifying research needs and problems.
  • Coordinating and implementing diverse work plans.

Ability to:

  • Read and interpret technical reports, governmental publications, and federal directives; write comprehensive analytical, narrative, and statistical reports, recommendations, and legislative proposals.
