Job Summary

We are seeking an experienced IT Sourcing & RFP Specialist Sr. contractor to provide expert-level procurement support focused on complex IT acquisitions. This role is responsible for managing end-to-end sourcing and RFP processes across a wide range of technology categories, including enterprise software, SaaS, cloud infrastructure, cybersecurity, and professional services.

 

Job Description

  • Lead end-to-end RFP/RFQ processes for complex IT procurements
  • Develop comprehensive RFP documentation (scope, requirements, evaluation criteria, SLAs, KPIs)
  • Manage the full sourcing lifecycle, including vendor communications, evaluations, and award recommendations
  • Facilitate cross-functional evaluation teams across IT, legal, finance, and business units
  • Conduct total cost of ownership (TCO) and financial analyses to support sourcing decisions
  • Independently lead negotiations for complex IT agreements (software, SaaS, cloud, services)
  • Draft and negotiate SLAs, KPIs, security provisions, IP terms, and contractual conditions
  • Prepare executive-level presentations outlining negotiation strategies and recommendations
  • Oversee contract execution and ensure proper documentation and handoff to contract administration
  • Develop and manage relationships with IT vendors and system integrators
  • Conduct vendor evaluations, including financial, security, and performance assessments
  • Monitor vendor performance and SLA compliance, managing escalations as needed
  • Drive cost optimization and value improvement initiatives
  • Support vendor qualification processes in collaboration with cross-functional teams
  • Manage a portfolio of IT contracts and purchases exceeding $20M annually
  • Serve as the primary procurement contact for IT business units
  • Review and approve requisitions for compliance and completeness
  • Maintain contract databases and procurement tracking systems
  • Partner with IT project managers to develop clear and effective statements of work
  • Produce procurement reports, dashboards, and analysis for leadership
  • Ensure procurement documentation meets organizational standards and policies
  • Maintain accurate and compliant procurement records
  • Respond to executive inquiries and reporting requests
  • Stay current on IT market trends, vendor landscape, and licensing models
  • Navigate competing priorities across multiple business domains
  • Communicate clearly and professionally with stakeholders at all levels
  • Act as a trusted advisor to IT partners on sourcing strategies and vendor decisions
  • Manage expectations and provide regular status updates throughout procurement lifecycle
  • Facilitate cross-functional meetings and drive alignment
  • Prepare clear written communications, including reports and executive summaries
  • Build and maintain strong relationships across internal and external stakeholders

 

Job Skills Required

  • Minimum 5 years of procurement experience with a focus on IT sourcing and RFP management
  • Proven experience managing complex IT RFPs (software, SaaS, cloud, cybersecurity, managed services)
  • Experience managing procurement portfolios of $20M+ annually
  • Ability to work independently in a fast-paced environment
  • Strong track record of stakeholder communication, collaboration, and influence
  • Deep understanding of IT licensing and commercial models (SaaS, subscription, perpetual, consumption-based)
  • Familiarity with IT contract types and structures
  • Knowledge of data security and compliance frameworks (e.g., SOC 2, ISO 27001, HIPAA)
  • Proficiency in ERP procurement and contract management systems
  • Advanced Microsoft Excel skills for cost modeling and analysis
  • Familiarity with NERC CIP standards (preferred)

Education

  • Bachelor’s degree in Business Administration, Supply Chain Management, Information Technology, or a related field (required)
  • Equivalent combination of education and experience will be considered

 

Pay Rate

  • $56 - $64 per hour (Compensation will be offered within this posted range based on experience, skills, and market factors)

 

Additional Requirements

  • CPSM — Certified Professional in Supply Management
  • CTPE — Certified Technology Procurement Executive
  • Relevant IT vendor certifications (e.g., AWS, Microsoft, Salesforce)
