Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays

Position Overview
We are seeking an experienced Senior IT Project Manager, Project Manager III, to provide senior-level project management leadership for complex, enterprise-level initiatives. This role is responsible for planning, directing, and coordinating projects across cross-functional technical and business teams, with accountability for scope, schedule, budget, resources, risks, issues, and stakeholder management.
 
The ideal candidate will bring at least 8 years of experience managing large-scale IT or business transformation projects within structured, highly governed environments. This position requires strong expertise in project management methodologies, executive-level communication, risk management, change control, project governance, and vendor coordination.
 
The Project Manager will ensure initiatives remain aligned with organizational objectives, governance standards, procurement requirements, and established project management methodologies throughout the complete project lifecycle.
 
Key Responsibilities
  • Develop and maintain comprehensive project plans covering scope, schedules, budgets, resources, risks, issues, dependencies, and communications.
  • Define project objectives, deliverables, milestones, timelines, and success criteria in collaboration with key stakeholders.
  • Lead and coordinate cross-functional technical teams, business units, vendors, contractors, and other project stakeholders.
  • Monitor project performance and track progress against established schedules, milestones, budgets, and deliverables.
  • Identify, assess, track, and mitigate project risks and issues, ensuring timely escalation and resolution.
  • Facilitate stakeholder meetings, project reviews, executive briefings, and status reporting to maintain clear communication and transparency.
  • Manage project scope and changes through formal change control processes.
  • Ensure project activities and deliverables comply with established governance standards, organizational policies, and procurement requirements.
  • Oversee vendor performance, contractual deliverables, timelines, and project dependencies when external contractors are involved.
  • Ensure adherence to applicable state procurement requirements and FAST contract guidelines.
  • Maintain accurate and comprehensive project documentation and reporting throughout the project lifecycle.
  • Utilize project management tools such as Microsoft Project, Smartsheet, Jira, or similar platforms to manage and track project activities.
  • Drive project closure activities, including final reporting, deliverable acceptance, project transition, and lessons learned documentation.
  • Promote accountability across project teams and proactively address barriers that could impact successful project delivery.
 
Required Qualifications
  • 8+ years of experience managing large-scale, complex IT or business transformation projects within a structured environment.
  • 8+ years of experience applying project management methodologies, including PMI/PMBOK, Agile, Hybrid, or similar methodologies.
  • 8+ years of experience developing and maintaining project schedules, budgets, resource plans, and related project controls.
  • 8+ years of experience managing multiple stakeholders across technical and business organizations.
  • 8+ years of experience with project risk management, issue tracking, mitigation planning, and formal change control processes.
  • 8+ years of experience providing strong written and verbal project communications, including executive-level reporting and presentations.
  • 8+ years of experience using project management tools such as Microsoft Project, Smartsheet, Jira, or similar platforms.
  • 8+ years of experience ensuring project compliance with organizational governance standards, policies, procedures, and procurement requirements.
 
Preferred Qualifications
  • 1+ year of experience working within public sector or state government environments, preferably supporting public safety or law enforcement agencies.
  • 1+ year of experience managing projects under state procurement frameworks, including FAST, DIR, or similar contracts.
  • PMP, Project Management Professional, certification or equivalent project management credential.
  • Experience managing IT system implementations, data systems, enterprise applications, or related technology initiatives.
 
Ideal Candidate
The ideal candidate is a seasoned Senior Project Manager with a demonstrated record of successfully leading complex, enterprise-level IT and business transformation initiatives. This individual will be comfortable operating in highly structured and governed environments, managing multiple priorities, and coordinating diverse technical, business, executive, and vendor stakeholders.
 
Successful candidates will demonstrate strong project leadership, executive communication, risk and issue management, financial oversight, change control, and governance expertise. Experience with public sector projects, state procurement frameworks, enterprise technology implementations, and PMP certification is highly desirable.
