Responsibilities

The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Senior Intelligence Analyst will provide intelligence analysis and requirements management support to the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T). This position sits within a front office organization responsible for integrating intelligence into S&T's strategic planning and decision-making processes, ensuring that R&D priorities are informed by the latest threat reporting and intelligence assessments.

The successful candidate will apply the intelligence cycle to S&T decision-making - integrating relevant reporting, capturing and validating S&T requirements, and disseminating those requirements to the Intelligence Community (IC) via DHS Intelligence & Analysis (I&A). This support ensures stakeholders clearly understand intelligence products, can refine their requirements, and can identify technical gaps, opportunities, and risks that directly guide R&D priorities, predictive modeling, risk assessments, and technical evaluations.

The role requires monitoring intelligence updates and informing leadership as they align to S&T's strategic priorities, contributing to executive-level daily intelligence briefings, and translating complex intelligence assessments into actionable insights for technical and non-technical audiences. The successful candidate will work closely with federal counterparts as part of a small, high-impact team, requiring initiative, independence, and the ability to operate with minimal oversight.

The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable bridging the gap between intelligence analysis and science and technology decision-making.

This position requires staff to be in-person at the DHS client site in Washington, DC (Anacostia metro station) and at additional locations in the National Capital Region as needed in accordance with the requirements of the contract five (5) days per week. Responsibilities include, but are not limited to:

• Applying the intelligence cycle to S&T decision-making, including integrating relevant intelligence reporting into strategic planning and R&D prioritization processes.
• Capturing, validating, and disseminating S&T intelligence requirements to the Intelligence Community via DHS I&A, ensuring requirements accurately reflect S&T's technical needs and priorities.
• Monitoring intelligence updates, threat reporting, and IC assessments, and informing leadership on developments aligned to S&T strategic priorities.
• Contributing to executive-level daily intelligence briefings, including preparing briefing materials, synthesizing relevant reporting, and providing context on implications for S&T programs.
• Translating intelligence products into actionable insights that enable stakeholders to identify technical gaps, opportunities, and risks guiding R&D priorities.
• Supporting predictive modeling, risk assessments, and technical evaluations by integrating intelligence-derived data and threat assessments.
• Facilitating stakeholder understanding of intelligence products and supporting requirements refinement to ensure IC reporting addresses S&T's evolving needs.
• Maintaining liaison with DHS I&A and relevant IC partners to ensure effective information flow and requirements coordination.
• Aggregating and synthesizing intelligence and data to inform decisions, analyses, and recommendations across S&T mission areas.
• Developing status reports, briefings, and read-ahead materials; organizing and coordinating meetings and discussions.
• Managing multiple concurrent priorities, including responding to quick-turn requests from leadership.

Required Qualifications

• Bachelor's degree with 10+ years of related experience OR Advanced Degree with 5+ years of related experience. Preference for Degrees in Intelligence Studies, International Relations, National Security, Political Science, or a related field.
• Eligibility to obtain a Top Secret/SCI Clearance and DHS Suitability determination.
• Demonstrated experience in intelligence analysis, requirements management, or intelligence integration within a federal or IC environment.
• Strong written and verbal communication skills, with the ability to translate complex intelligence assessments into clear, actionable insights for technical and non-technical audiences.

Desired Qualifications

• Understanding of the intelligence cycle and experience coordinating intelligence requirements with IC partners and DHS I&A.
• Experience preparing or contributing to executive-level intelligence briefings (e.g., daily briefs, threat updates, or strategic warning products).
• Familiarity with S&T, R&D, or technical program environments and the ability to connect threat reporting to technology development priorities.
• Experience with predictive modeling, risk assessment frameworks, or technical evaluations informed by intelligence analysis.
• Understanding of current global security threats and homeland security priorities.
• Experience working in a small team environment with high autonomy and direct access to senior leadership.
• Demonstrated ability to independently monitor, triage, and prioritize intelligence reporting for relevance to organizational priorities.
• Track record of clear, consistent communication with program managers and senior leadership.
• Demonstrated ability to independently develop and execute project plans with minimal oversight.
• Ability to work effectively in a dynamic, team-oriented environment and adapt productively to shifting priorities.
• Proficiency with Microsoft Office (especially PowerPoint and Excel).
• Active Top Secret/SCI clearance and current DHS Suitability strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
