The Strategy and Oversight Group (SOG) Lead serves as the senior strategic advisor to the Government for designing and implementing the governance, operational framework, and organizational structure supporting a portfolio of highly technical and continuously evolving prototype capabilities. This role provides executive-level leadership in transforming a rapidly evolving Initial Operational Capability (IOC) portfolio into a mature Full Operational Capability (FOC) program management organization capable of long-term capability sustainment, governance, and continued development.Operating in a dual-hatted capacity, the SOG Lead balances current operational execution with long-term strategic planning, ensuring portfolio activities continue uninterrupted while developing the organizational structures, governance processes, and management frameworks necessary to support future growth. The position works closely with Government leadership, technical teams, and stakeholders to establish standardized portfolio management practices that align emerging capabilities with operational mission requirements.Essential ResponsibilitiesStrategic Architecture· Develop the long-term organizational strategy and operating model for transitioning prototype capabilities into a sustainable program management structure.· Define the optimal program office organization to effectively balance rapid prototype development with formal acquisition, sustainment, and lifecycle management.· Develop the strategic framework for prototype-to-program transition, identifying critical milestones, governance requirements, funding decision points, organizational dependencies, and policy considerations.· Author and maintain the portfolio management framework ("Playbook") that establishes governance principles, operational processes, and best practices supporting capability maturation.· Advise Government leadership on organizational design, governance models, portfolio modernization strategies, and long-term capability transition planning.Governance and Oversight· Support current command governance requirements while designing scalable governance structures capable of supporting future portfolio growth.· Establish and manage portfolio management tools, dashboards, performance metrics, and reporting capabilities that provide real-time visibility into capability maturity, execution status, and organizational performance.· Develop and standardize portfolio management methodologies supporting reporting, risk management, resource prioritization, and decision-making across multiple prototype efforts.· Establish governance processes that promote consistency, transparency, accountability, and executive decision support across the portfolio.· Monitor portfolio health and recommend improvements to governance, organizational processes, and resource allocation strategies.Operational Integration· Serve as the primary interface between technical development teams, operational stakeholders, and senior Government leadership to ensure strategic objectives remain aligned with operational priorities.· Identify organizational, operational, and programmatic barriers affecting capability transition and facilitate timely resolution.· Coordinate across multiple organizations to ensure prototype capabilities transition effectively into enduring operational programs.· Provide executive-level recommendations regarding portfolio priorities, organizational integration, capability sustainment, and operational readiness.Required Qualifications· Bachelors degree in Engineering, Computer Science, Information Technology, Business, Management, Public Administration, or a related discipline.· Twenty (20) years of progressively responsible experience supporting complex Department of Defense, Intelligence Community, or other Federal Government programs involving technology strategy, portfolio management, organizational transformation, systems engineering, acquisition, cybersecurity, or related technical disciplines.· Demonstrated experience designing organizational governance structures, portfolio management frameworks, or enterprise operating models supporting complex technical organizations.· Experience transitioning advanced technology capabilities or prototype efforts into sustained operational environments.· Demonstrated success advising senior Government or executive leadership on organizational strategy, governance, capability development, or technology modernization initiatives.· Experience developing executive-level governance processes, performance metrics, reporting frameworks, risk management approaches, and resource prioritization methodologies.· Excellent written and verbal communication skills with demonstrated ability to communicate complex technical and organizational concepts to executive audiences.Preferred Qualifications· Experience supporting cyberspace operations, information warfare, software modernization, or advanced technology development programs.· Knowledge of Department of Defense acquisition processes, capability transition, and lifecycle management.· Experience supporting prototype-to-program transition efforts within defense or intelligence organizations.· Familiarity with portfolio management tools, executive dashboards, performance metrics, and governance reporting.· Experience leading cross-functional teams within highly technical, mission-focused organizations.
