Role Overview
We are seeking a highly specialized Senior Data Engineer to support a large government contractor on a long-term federal healthcare technology program. This critical role supports a Defense Health Agency (DHA) initiative focused on improving the connection between healthcare data, operational medical readiness data, electronic health records (EHR), clinical decision support, and leadership visibility across the armed services.

This is a highly specialized position requiring a rare combination of DoD federal program experience, healthcare IT domain knowledge (HL7/FHIR), and modern cloud data engineering depth. Generalist data engineers or commercial healthcare-only profiles will not meet client requirements.

Project & Core Responsibilities

  • Data Pipeline Engineering: Build, optimize, and maintain robust, scalable cloud-based data pipelines, ETL/ELT workflows, and data platforms within secure environments.

  • Interoperability Standards: Architect and engineer direct interfaces using FHIR R4 and HL7 v2/v3 standards in a production environment to link disparate clinical, readiness, and administrative systems.

  • Mission-Critical Data Integration: Support a major health-related initiative aimed at modernizing how medical readiness data connects to electronic health records (MHS GENESIS) and provider workflows.

  • Agile Collaboration: Execute within formal Agile/Scrum environments, managing sprint execution, backlog updates, and delivery tracking using structured management tools.

  • Documentation & Governance: Maintain strong documentation discipline for all pipelines and engineering processes, ensuring alignment with strict federal review cycles, approvals, and auditability requirements.


Hard Requirements

Candidates must meet ALL of the following criteria to be considered for client screening:

  1. U.S. Citizenship: Must be confirmed and explicitly stated on the resume. No exceptions.

  2. Conferred Technical Degree: Minimum of a Bachelor s degree in Computer Science, Data Engineering, Software Engineering, Information Systems, or a related engineering/technical field. Degree must be fully awarded (no "coursework completed" or ambiguous situations). International degrees require confirmed U.S. equivalency.

  3. 8+ Years of Total Professional Experience.

  4. Federal Healthcare IT Program Experience: Proven experience working as a contractor or government employee inside a federal healthcare IT program. Target programs include:

    • Defense Health Agency (DHA)

    • Military Health System (MHS) / MHS GENESIS

    • VA Electronic Health Record Modernization (EHRM)

    • Program Executive Office Defense Health Management Systems (PEO DHMS)

    • CMS, CDC, or other federal health agencies with EHR/clinical data scope

(Note: Commercial healthcare experience such as CVS, Humana, or local hospital networks does not satisfy this requirement.)

  1. Hands-on FHIR & HL7 Expertise: Demonstrated production experience building, engineering, or working directly with FHIR R4 and/or HL7 v2/v3 interfaces. (Listing these as passive skills without project descriptions will not pass screening).

  2. 3+ Years of Cloud Data Engineering: Hands-on experience developing and maintaining pipelines using tools the client values: Databricks, Snowflake, Azure Data Factory, AWS Glue, Spark/PySpark, Python, and SQL.

  3. 4+ Years of Agile Delivery: Experience in formal Agile/Scrum environments with sprint execution, backlog management, and JIRA-based delivery.


Strong Differentiators (Preferred Qualifications)

Candidates possessing one or more of these elements will move to the top of the stack:

  • Active Secret clearance or higher.

  • Familiarity with DoD acquisition frameworks, processes, or artifacts (e.g., JCIDS, Adaptive Acquisition Framework (AAF), CDD/CNS, milestone/gate reviews, RMF/ATO, and federal data governance).

  • Direct experience working in DoD GovCloud (IL4/IL5) environments.

  • Hands-on experience with IBM Engineering Lifecycle Management (Jazz Suite).

  • Direct familiarity with MHS-specific legacy data sources: MEPRS, SIDR, CAPER, M2, or CHCS.

  • Experience with SAFe for Government methodology.

  • Understanding of federal cybersecurity and compliance frameworks (NIST 800-171, HIPAA, Privacy Act, CUI handling).

  • Federal IT experience without a healthcare domain background (no FHIR/HL7, no EHR programs).

  • Strong FHIR/HL7 experience but lacking modern cloud data engineering depth (e.g., pipeline creation, Databricks, Snowflake).

  • Business Intelligence (BI) or reporting-first professionals (heavy Tableau/Power BI focus) without backend data pipeline engineering depth.

  • Scrum Masters, Product Owners, or Project Managers, but not Data Engineers

  • Non-U.S. citizens or candidates with work authorization other than U.S. Citizenship, due to the government requirement.
