Position Overview This position is responsible for the design, development, and review of roadway, bridge, and traffic engineering plans, technical studies, and reports. This position serves as a discipline specialist and assists in the development and implementation of engineering design policies and standards. This position manages complex in-house and consultant-led design projects and capital improvement initiatives; prepares and reviews engineering studies, survey data, construction documents, and cost estimates; administers consultant contracts; coordinates with regulatory agencies and utility companies; interacts with the public; and may supervise staff.

Summary of Job Duties

  • Independently prepares and/or reviews construction drawings in accordance with applicable specifications and standards.
  • Performs and reviews engineering analysis calculations and technical studies.
  • Acts as discipline specialist in roadway, bridge, and/or traffic engineering.
  • Participates in the development and review of engineering design policies and standards.
  • Manages complex in-house and consultant design projects and studies.
  • Prepares scopes of work and cost estimates.
  • Coordinates consultant selection, negotiation, and contract administration.
  • Conducts field investigations.
  • Coordinates with utility companies and other government agencies.
  • Prepare reports and bid specifications.
  • Ensures adherence to quality assurance standards and applicable regulations.
  • Reviews and develops capital improvement project recommendations.
  • Assists in preparation of department policies and annual capital improvement budgets.
  • Evaluates project costs and potential funding sources.
  • Prepare correspondence and technical documentation.
  • Meets with citizens, regulatory agencies, and other departments.
  • Responds to inquiries and addresses complaints related to roads, bridges, and traffic.
  • Presents information at meetings and public hearings.
  • Assists construction personnel in resolving field issues.
  • Reviews contractors pay estimates and change orders.
  • Supports construction administration activities.
  • Assists in preparing department policies, department budgets, and annual capital improvement budgets.
  • Supervises employees to prioritize and assign work; conducts performance evaluations; ensures staff is trained.

Minimum Qualifications and Requirements

  • Bachelors degree in civil engineering from an accredited college; 10 years of civil engineering related experience.
  • Must possess a valid Professional Engineer (PE) License and have the interest in pursuing a Professional Survey (PS) licensure.
  • May require Level 1 and 2 Bridge Inspection certified by ODOT/NHI.
  • May require Professional Traffic Operations Engineer Certification.
  • Ohio Drivers License required.

  • Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status.
  • Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.

Intermittent and Temporary Employees:

  • Long-Term Sick Leave accrual is based on hours worked.
