This is an on-site position at the Pentagon in Washington D.C. Candidates must be located in the Washington, D.C., Maryland, Virginia (DMV) area.  CSL is focused on the following opportunities:

  • Rapidly deploying clean energy technologies such as solar energy, wind energy, and battery storage to support critical infrastructure.

Position Summary 

The Senior Energy Policy & Program Advisor (DoD/Navy) will provide strategic advisory and programmatic support to the Assistant Secretary of the Navy (Energy, Installations & Environment). This role focuses on development, analysis, and implementation of energy policy, programs, and initiatives that enhance mission assurance, energy resilience, and operational effectiveness across Navy and Marine Corps installations.

The Advisor will support senior leadership by translating policy into actionable programs, coordinating across stakeholders, and ensuring alignment with DoD priorities, statutory authorities, and emerging energy and climate directives. This role offers direct engagement with senior Department of the Navy (DON) leadership and the opportunity to shape energy and resilience strategy at scale, with visibility across DoD and interagency partners. This role is well-suited for a mid- to senior-level professional who is both strategic and execution-focused, with the ability to navigate complex stakeholder environments and translate policy into actionable programs. 

Responsibilities

Policy & Strategy Support

  • Serve as a trusted advisor on DON and DoD energy policy, including resilience, infrastructure, and mission assurance.
  • Lead or support the development, refinement, and implementation of policies aligned with federal statutes, executive orders, and DoD priorities.
  • Advise senior leadership on energy strategy, program direction, and emerging policy considerations.
  • Analyze legislative and regulatory developments and translate them into actionable insights for DON programs.
  • Support decision-making that directly impacts the resilience, security, and operational effectiveness of DON shore installations. 

Program Integration & Coordination

  • Coordinate across DON, OSD, and interagency stakeholders to align energy initiatives and priorities.
  • Support integration of energy resilience considerations into installation planning, operational frameworks, and long-term investment strategies.
  • Support and inform planning, programming, budgeting, and execution (PPBE) activities related to energy programs.
  • Facilitate working groups, senior leader engagements, and cross-functional coordination efforts.

Analysis & Deliverables

  • Develop high-quality deliverables, including policy memos, briefing materials, strategic plans, and white papers.
  • Conduct research and analysis on emerging energy technologies, resilience strategies, and best practices.
  • Track program performance and support reporting against strategic goals and metrics.
  • Translate complex technical and policy topics into clear, decision-ready materials for senior stakeholders.

Qualifications

  • 7+ years of experience in energy policy, national security, infrastructure, or related fields.
  • Demonstrated experience supporting DoD or DON energy programs, policies, or initiatives.
  • Strong understanding of federal energy policy, resilience, and installation energy systems.
  • Familiarity with PPBE processes and federal budgeting practices.
  • Experience working with senior government stakeholders in a client-facing role.
  • Excellent written and verbal communication skills, including executive-level briefings.
  • Ability to work independently in a fast-paced, team-oriented environment.
  • Demonstrated ability to take ownership of workstreams and move efforts forward in ambiguous, fast-paced environments.
  • Strong collaborative instincts and comfort working within small, high-performing teams. 
  • Bachelor's degree required; advanced degree preferred (e.g., MA, MS, MBA, JD).
  • Active security clearance required.

Compensation

Converge Strategies, LLC, offers a competitive salary, vacation, and benefits package, including health insurance and retirement benefits. This is a full-time, salaried position commensurate with relevant work experience and education. The annual salary range is $135,000-$175,000, and employees are eligible for an annual bonus.
