Senior Emergency Management Consultant

Leads the design, execution, and continuous improvement of a national emergency management program focused on safeguarding patient care and business continuity across a complex enterprise. Directs large-scale incident response efforts, aligning cross-functional leaders and resources during local, regional, and national emergencies, while maintaining enterprise-wide situational awareness and executive-level reporting.

Develops and manages national preparedness strategies, including complex disaster exercises, training programs, and standardized response frameworks aligned with federal guidelines (e.g., DHS, CMS, Joint Commission). Ensures organizational readiness through compliance monitoring, performance testing, and after-action reviews that drive measurable improvements and close operational gaps.

Oversee enterprise emergency management systems and vendor partnerships, including RFP processes, contract negotiation, budget management, and optimization of tools such as incident notification and response platforms. Analyzes usage and cost trends to enhance efficiency and scalability while ensuring adoption and competency across all organizational levels.

Partners with senior leadership, national business units, and external agencies (e.g., CDC, DHS) to develop risk mitigation strategies for complex threats such as cyber incidents, prolonged outages, and large-scale disasters. Leads cross-functional alignment on preparedness initiatives, establishes program goals, and measures outcomes through data-driven methodologies.

Maintains governance structures and executive reporting, including oversight councils and strategic communications, to inform decision-making and ensure transparency of emergency management performance. Drives continuous improvement by integrating industry best practices, stakeholder feedback, and advanced analytical approaches (e.g., Six Sigma).

Represents the organization in industry forums and collaborates with external partners to identify emerging risks and innovative solutions, translating insights into enterprise-wide tools, training, and programs that strengthen resilience and operational readiness.

Job Summary:

Assists Emergency Management Department Manager in maintaining a smooth transition from a situational alert status to emergency response mode, up to and including a full activation of the National Emergency Operations Center. Facilitates various working groups established in clinical, facilities, external affairs, community affairs, forward planning, supply chain and health policy. Attends working group meetings and manages agenda. Ensures groups are meeting agreed upon goals and each of the working group products are communicated to each of the other groups. Ensures established goals of the working groups are consistent with the goals of each of the other independent working groups and overall department objectives. Supports and consults to medical centers and regions to maintain their command centers, disaster plans, and staff training programs.

Essential Responsibilities:

  • Assist in coordinating the teams work to schedule, participate in, and manage structure and work products of each of the national HCM working groups.

  • Establish and maintain liaison role with the working group leaders and co-leaders to ensure groups are meeting objectives and each of the group objectives are consistent with overall objectives.

  • Lead teams work in design and present education and training programs and resource materials for each group.

  • Assist Emergency Management Manager through preparation of written materials and presentations for regional and medical center staffs, other program office staffs, and the Healthcare Continuity Management Executive Oversight Group and other executive groups.

  • Travel may be required up to 25%. Some flexibility is available, but customer needs must be met. Majority of travel will have advance notice and be planned quarter by quarter.

  • Ensures continuity of skill sets through maintenance of EMM Standard Operating Procedures. Takes lead for orientation and training of new team staff to include this document, disaster communications equipment, alerting protocols, and response processes.

  • Assists Emergency Management Manager in daily work flow and manages EMM Duties and Projects matrix table, tracking progress on each item and consulting with team members as needed to determine status.

  • Acts for the Emergency Management Manager in their absence, providing team leadership, and as the primary contact for Healthcare Continuity leadership, Business Continuity, and other customers and stakeholders.

  • Leads work to support and consult to medical centers and regions as needed to support emergecny management programs, plans, command centers, training drills, and staff training.
