The NYSTEC program manager will provide advisory services to the NYSED SAMS project director. Further, the program manager will facilitate and coordinate all NYSTEC tasks with the NYSED project director, the implementation vendor(s), and New York State Office of Information Technology Services (ITS) teams. 3 The NYSTEC program manager will also coordinate with the NYSTEC BA team (engaged through project TA0903 – NYSED SAMS Modernization Amendment No 1, Dated September 26, 2023). The NYSTEC program manager, along with the IV&V lead, will work with the NYSED project team to discuss and clarify the scope of the program management and IV&V efforts. If necessary, an updated scope document for the program management and IV&V project will be created clarifying, in greater detail, the overall scope of the program management and IV&V services. TASK 1.2 DELIVERABLE • Updated scope document, if needed. The NYSTEC IV&V team will develop and obtain approval of a project management plan (PMP) from the NYSED project director. The PMP will describe the processes and procedures the NYSTEC IV&V team will follow throughout the project. The IV&V PMP will include: • Roles and responsibilities definitions. • High-level project schedule. (A detailed schedule will be dependent on, and coincide with, the implementation vendor's tasks and schedule.) • Communication plan. • Risks and issues management plan. • Quality management plan. TASK 1.3 DELIVERABLE • IV&V project management plan. The NYSTEC program manager will work closely with, and collaborate with, the NYSED project director throughout all implementation project phases. NYSTEC will provide insights and advice based on the state of the implementation and in comparison, to similar project implementations. The NYSTEC program manager will also engage with the vendor and ITS leadership to understand their perspective and approach to all tasks performed. Project challenges, issues, and risks will be discussed with the NYSED project director on an ongoing basis to proactively address and mitigate them. The NYSTEC program manager will schedule regular meetings with the NYSED project team to discuss all project matters. TASK 1.4 DELIVERABLES • Regularly scheduled meetings with NYSED project director. • Updated IV&V PMP (as needed). The NYSTEC program manager will engage with the NYSTEC IV&V team to confirm that all IV&V tasks are being performed according to plan and in a quality manner. Execution of the PMP (developed as part of Task 1.3) will provide the framework for this task. Status reports and status meetings will be conducted per the communication plan component of the PMP. 4 The focus and tasks performed by the NYSTEC IV&V team will change as the project progresses, depending on the project phase and state and the deliverables under review. As the project progresses and specialized NYSTEC skillsets are required, the program manager will identify the appropriate NYSTEC resources to apply to the project. The program manager will facilitate communication among the NYSTEC, NYSED and vendor(s) crossfunctional teams. Collaboration with project managers and/or leads on each workstream and crossfunctional teams will be performed, to identify key risks and issues, and the associated mitigation strategies. Additional NYSTEC IV&V project facilitation and coordination activities performed by the program manager will include: • Confirming that industry and NYSTEC best practices are used consistently and effectively by all NYSTEC IV&V team members. • Communicating regularly and providing key updates across all workstreams to executive stakeholders. • Providing oversight to the NYSTEC IV&V team in producing high quality deliverables. • Collaborating with the NYSTEC IV&V and BA leads to receive regular updates on their respective work and to identify key risks and issues, along with mitigation strategies for discussion with the NYSED project director. • Updating the project schedules across both related NYSTEC workstreams on the project (IV&V, business analysis), and working with the vendor and NYSED project director to manage IV&V task alignment and dependencies. • Seeing that the resourcing of NYSTEC IV&V team is managed effectively and within the project budget. TASK 1.5 DELIVERABLES • IV&V status reports. • IV&V status meetings. • Ongoing IV&V project schedule revisions. • Risks and issues log. • Other IV&V-related project documentation/artifacts, as needed.
