Excelraise, LLC is seeking a Sr Application Systems Analyst / Designer for our client in DHHS HQ, Raleigh, NC.  Sr Application Systems Analyst and Designer to help us with implementing solutions around the HR1 and payment error rate reduction changes for FNS/SNAP programs.

Skills

• 10+ years of proven experience as an Application Systems Analyst and Designer, specializing in the analysis, design, and implementation of web-based applications across diverse business environments.
• 10+ years of experience working on a wide range of application design projects, including user interface design, workflow optimization, business process automation, and enterprise web solutions.
• 5+ years of hands-on experience using design tools such as Adobe Illustrator and Adobe Photoshop to create wireframes, mockups, user interfaces, and visual design assets.
• 10+ years of demonstrated ability to build strong customer relationships and partnerships by proactively responding to business needs.
• 10+ years of experience organizing, prioritizing, and executing complex technical tasks while adhering to detailed procedures, project requirements, and organizational standards.
• 10+ years of business knowledge and experience supporting and implementing SNAP and other federally funded social services programs in compliance with federal and state policy requirements.
• 10+ years of experience designing applications utilizing Social Services Case Management COTS (Commercial Off-The-Shelf) products, supporting eligibility determination, case tracking, and benefits administration processes.
• 4+ years of experience designing, developing, and implementing interactive dashboards, reports, and data visualizations using Microsoft Power BI to support operational and executive decision-making.
• 4+ years of experience working within Agile development environments, including Scrum, Kanban, and SAFe methodologies.
• 2+ years of experience designing applications using low-code/no-code platforms such as Salesforce, Microsoft Dynamics, and similar technologies to accelerate application delivery and business process automation.
• 2+ years of knowledge and practical experience with DevOps methodologies, CI/CD processes, Shift Left testing principles, and quality-focused software development practices.
