GENERAL DESCRIPTION:

This position is responsible for ensuring incident business management practices are followed according the State of Wyoming policy and National Wildfire Coordinating Group guidelines. This position ensures accurate tracking of incident related costs, personnel time, equipment usage, and vendor contracts. The assistant works closely with Fire Business Manager, Office of State Lands and Investments Accounting, and wildfire incident finance staff.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Assists with budget tracking, procurement of supplies and equipment, processing invoices and receipts, and managing federal grant applications.
  • Negotiates agreements for equipment, personnel, and facilities for fire suppression incidents.
  • Maintains compliance with state, local, and federal regulations and policies to fire management and business operations.
  • Provides solutions to business management problems and issues during on-going wildfire incident, coordinating with other agencies and partners, and analyzing incident business operations to recommend actions.
  • Negotiates and establishes agreements for equipment, facilities, and land use; and coordinates with various agencies (local, state, and federal) to manage fire related agreements and ensure these agreements are current and properly utilized.
  • Provides general administrative support, handles correspondence, prepares travel agreements, and assists with grant applications.
  • Provides training and guidance to agency, partners, and stakeholders on incident business management practices and procedures.
  • Ensures compliance and relevant regulations and standards, prepares detailed reports for local, state, and federal agencies and maintains databases related to incident business.

Qualifications

KNOWLEDGE:

  • Ability to coordinate with federal, state, local government, and private industry to manage wildland fire related agreements and ensure they are current, properly utilized, appropriate, and necessary.
  • Skill in preparing program-related correspondence, reports, and other written materials regarding incident business and fire programs, policies, and operations.
  • Knowledge of state statues, policies and regulations.
  • Familiarity with incident business management principles, including timekeeping, cost tracking, and procurement.
  • Working knowledge of federal, state, and local fire agency policies and financial regulations.
  • Effective written and verbal communication, especially when clarifying documentation.
  • Problem-solving and analytical skills to identify and correct financial discrepancies.
  • Strong Microsoft Office skills, especially in Excel.
  • Strong Communication skills.
  • Ability to analyze financial information.
  • Knowledge of internal controls.
  • Ability and willingness to always be learning, growing and expanding knowledge in the accounting field.
  • Ability to organize, prioritize and work independently.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Finance)

Experience:

0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
