National Screening Programs/Protective Security Officer Training Instructors
We are seeking candidates to serve as contracted instructors for National Screening Programs/Protective Security Officer Training. The Federal Protective Service (FPS) has designed a course for security screening operations for the Protective Security Officers and as part of the duties and responsibilities under the task order, contractor instructors will be required to:
- Provide instruction on the nomenclature of the devices, i.e., x-ray machine, walk- through metal detector, handheld metal detector, and other screening equipment, etc.
- Provide instruction on proper operation and handling of hand-held metal detectors devices.
- Provide "real world" scenarios to illustrate issues that may occur in the field.
- Provide both discussions and hands-on exercises to demonstrate proper techniques for using each device.
- Administer practical exercise.
- Administer written tests.
- Assist in the administration of training by using FPS Learning Management System: Training and Academy Management System (TAMS)
- Provide training related to current threats to security screening stations, such as improvised explosive devices (IEDs), non-metallic weapons and threat items that can avoid detection by X-ray machines or Walk-through metal detector.
- Conduct training compliance checks on security screening stations in all 50 states and territories.
- Provide feedback to students and make recommendations to FPS concerning improvements/changes to the curriculum.
- Provide feedback to FPS concerning the operational status of X-ray, Walk-through Metal Detector or Hand-held metal detector equipment used in training.
- Assist in the development and/or revision of lesson plans related to the National Weapons Detection Training Program and future screening programs.
- Assist in the development/revision of lesson plans relative to Protective Security Officer training.
- Assist with the Kirkpatrick training validations and analysis.
- Travel up to 50% of the time as dictated by mission requirements throughout all 50 states and territories.
- Operate a government or leased vehicle with a valid driver's license.
Skills and Experience:
- Must pass written exams and practical test upon completing the training for the security screening station.
- Minimum of five (5) years as a certified instructor in law enforcement/security techniques and principals. Certification can be from federal, state, military, or local law enforcement academies.
- The instructors shall be proficient in instructional techniques and be able to apply adult learning principles (andragogy) in the classroom and practical exercise lab environment.
- Instructors shall possess experience in security screening operations to include the utilization of security screening equipment, which includes but is not limited to, x-ray screening machines, walk-through metal detectors and hand-held metal detectors. Instructors shall also have experience in the application of behavioral recognition to identify pre-incident indicators.
- Instructors shall possess extensive security screening experience, both in the operation of and the instruction of the devices and equipment (x-ray machine, walk-through metal detector, handheld metal detector, etc.).
- Preference is given to instructors with government facility/private sector security screening training or experience with X-ray machines, walk-through metal detectors and Hand-held metal detectors.
- Instructors shall be able to read, write, speak, and understand English.
- Instruct and manipulate computer-based analytical programs, and proficient in Microsoft Suite applications.
- Conveying complex material to new students in a consistent manner that enables learning.
- Sign a non-disclosure agreement.
- Generate comprehensive lesson plans, student guides and presentation materials for basic, intermediate, and advanced students.
- Knowledgeable and proficient in the ADDIE model.
- Must have a valid driver's license.
Educational Requirements:
- 2 years minimum work experience as an instructor
- The candidate must have successfully completed and received instructor certification from a federal, military, state, private security academy, or local law enforcement academy.
- Completion and certification from the Law Enforcement Instructor Training Program (LEITP) at any one of the US Department of Homeland Security Federal Law Enforcement Training Centers is desired.
*If a candidate is selected and has not received certification from the Law Enforcement Instructor Training Program (LEITP), FPS will sponsor the candidate to attend the LEITP at FLETC at the government's expense.
