Install, maintain, upgrade and support the County's cybersecurity information and network systems including but not limited to servers, pcs, server applications, mass storage devices, network equipment, backup hardware and software, operating systems and other types of software. Responsible for planning, implementing, and monitoring security measures for information and network systems to regulate access to computer data files and prevent unauthorized modifications, destruction, or disclosure of information. Will provide direction on technical operations and policies to standardize the organization's cybersecurity policies. Participate in the analysis, design, and planning of infrastructure to support new applications and technologies.
Essential Duties and Responsibilities
- Advise Operational Network Manager on recurring hardware and software problems.
- Respond to user requests for services that have been created via the IT work order system.
- Plan or organize assigned tasks.
- Refer users to IT help desk when requests are out of provided job scope or unsupported.
- Utilize IT work order system in responding to, updating, and closing user work order requests in a documented and organized manner.
- Identify security considerations associated with planned releases of operating systems and make recommendations for systems security during all phases of the release process.
- Perform security risk analysis, track incident handling and reporting.
- Recommend, install, and maintain intrusion and detection monitoring system.
- Enforces security policies and procedures by administering and monitoring security profiles, reviews security violation reports and investigates possible security exceptions, updates, and maintains and documents security controls.
- Oversees the day-to-day maintenance and operation of cybersecurity systems pertaining to hardware/software, end user equipment, virtual and physical server enterprise, perimeter, cloud, backend processing and storage.
- Develop and update IT policies and SOPs for cybersecurity and support.
- Identify opportunities for hardening the county's technology enterprise through cybersecurity advancements.
- Participates in vulnerability management activities, providing responses and mitigation strategies to discover vulnerabilities with the ability to communicate these responses both verbally and in writing.
- Assists in the development and annual revision of the county's cybersecurity response plan.
- Monitors information security and privacy related websites, newsgroups, organizations, and publications. Recommends best practices and improvements to agency information security standards and procedures. Prepares reports and presentations on security related matters.
- Monitors agency systems, reporting anomalous activity and malicious traffic. Makes recommendations on improving network, server, and application security. Responsible for administering security tools, equipment, and servers.
- Provides training and promotes security awareness throughout the agency and is responsible for implementing the annual cybersecurity training program.
- Maintains relevant knowledge necessary to perform essential job functions; keeps up to date on changes in the field.
- Assists in negotiating and administering contracts with vendors for system acquisition, maintenance, and technical support.
- Reports to Operational Network Manager regarding system projects, cybersecurity plans, usage, limitations, performance, policy violations, security, and related issues.
- Provide technical and cybersecurity leadership, clarity and direction for on-site resources and vendor teams.
- Act as support for cybersecurity issues.
- Periodic auditing of user's rights, roles, and permissions in County applications and systems to ensure least privilege access is given.
- Maintain quality service by enforcing quality and customer service standards; analyze and resolve quality and customer service problems; identify trends; recommend system improvements.
- Maintain County issued vehicle and equipment in a clean and good working condition.
Qualifications, Education, and/or experience

High school graduation or its equivalent, plus at least two years of experience; or any equivalent combination of education and experience, which provides the required knowledge, skills, and abilities.
Knowledge, Skills and/or ability
- Working knowledge of Windows, VMware, layer 2/3 networking, and the cybersecurity tools suite
- Knowledge of MS Visio and/or other technology documentation software
- Knowledge and effective project management guidelines and principles
- Knowledge of data communications processes and network design
- Demonstrated knowledge of state and federal laws and regulations
- Knowledge of state and federal cyber security and data privacy laws and regulations
- Organize and prioritize tasks to be completed.
- Operate computers, systems, software, and related equipment.
- Skill to manage efficient and process driven computer and network operations.
- Skill of perimeter security devices and tools, endpoint antivirus and advanced endpoint protection technologies
- Skill of good oral/written communications processes and network design
- Skill to establish and maintain effective working relationships with other departments, vendors, and the public.
- Skill to analyze situations and adopt a quick, effective, and reasonable course of action.
- Ability to understand and interpret needs of county departments and translate those needs into security requirements.
- Ability to advise staff regarding appropriate cybersecurity aspects.
- Ability to communicate technical information to county personnel.
