Job Description:

Reports to the DDG 51 Planning Yard Design Manager.

  • This role is responsible for leading all 2nd shift DDG 51 Planning Yard Design teams (covering multiple disciplines). This includes design incorporation for ship alterations, as well as processing of changes originating on site and from executing shipyards, and overseeing all employees assigned.

Key Responsibilities
 
Safety Leadership:

  • Promote a culture of proactive safety awareness and accountability across the team, including conducting weekly safety audits.
  • Ensure safe workplace conditions and compliance with company safety standards.
  • Maintain regular communications with staff as it relates to ergonomic and Ship check safety. 

Program Execution:

  • Oversee execution of the DDG 51 Planning Yard contract, ensuring compliance with all contractual requirements.
  • Ensures design tasks are completed to established schedule, cost, and quality parameters.
  • Communicate with the DDG 51 Planning Yard Design Manager and peers regarding any obstacles, or issues with assigned tasks.
  • Develop ROM (Rough order of Magnitude) and GAF (Growth Authorization Form) design estimates.
  • Process and verify employee time accounting records and ensures required LMS trainings are completed ahead of schedule.
  • Manage the Plan of the Week (POW) process to ensure schedule fidelity and responsiveness to operational needs.
  • Implement corrective actions to address deficiencies and ensure contract deliverables are met.
  • Ensure that all assigned teams accurately progress each task to facilitate precise metrics.
  • Support formal progress meetings and informal status sessions by ensuring that the appropriate team representatives are in attendance and objectives are met.
  • Review reports, identify deficiencies and provide recovery plans for your areas of influence.
  • Ensure that WFM administrative duties are completed on time daily.
  • Interface daily with internal and external customers.
  • Monitor cost, schedule, and quality metrics to identify employee development opportunities.
  • Maintain visual status boards IAW the BOS standards, with daily updates.

Operational Management:

  • Manage all aspects of BIW Design team activities, including workforce performance, and resource utilization in accordance with BIW Standard Operating Procedures.
  • Regularly communicate progress on issues with Design team leadership, including overlapping with 1st shift counterpart and support teams.
  • Coordinate with peers to ensure tasking is assigned in accordance with resource availability (skill, ability and discipline).
    Monitors cost, schedule, and quality metrics to identify employee development opportunities.
  • Provide guidance and direction across the team for process, policy and technical issues.
  • Work across shifts to evaluate the overall Design workload requirements.
  • Administers the BMDA labor contract. 

Team Collaboration and Communication:

  • Provide leadership and direction to the Design Supervisors and staff, supporting day-to-day operations and long-term planning.
  • Hold daily, productive musters, utilizing the BOS to elevate any issues through the tiered muster system. Provide clear/concise communications daily to 1st
  • Develops employee performance evaluations.
  • Support development of personnel, staffing plans, and critical skill maintenance.
  • Foster collaboration between engineering, design, planning, and external customers.

Stakeholder Engagement and Business Development:

  • Request and ensure incorporation of stakeholder comments to design products.
  • Initiate and support waste and growth initiatives within your team. 

Continuous Improvement:

  • Champion BIW’s Business Operating System (BOS) principles and productivity enhancements across the Design floor.
  • Leverage A3 root cause analysis and associated corrective action plans for identified design issues.
Required/Preferred Education/Training:

Required:

  • Bachelor of Science Degree in technical, business field, or a BIW graduate apprentice (Manufacturing or Design), or 10 years of job related experience.
  • Proficient using Microsoft Word, Excel, and PowerPoint. 

Preferred:

  • AutoCAD training/experience.
  • LEAN Six Sigma training.
  • Microsoft Project experience.
Required/Preferred Experience:

Required:

  • Strong written and verbal communication skills, including conflict resolution techniques.
  • Excellent organizational and planning skills.
  • Proven leadership skills.
  • Proven ability to foster a constructive and motivated work environment based on teaming.
  • Proven ability to work in a dynamic, fast-paced, rapid response technical environment.
  • Occasional travel may be required.
  • Ability to obtain security clearance.

Preferred:

  • Familiar with ship specifications as related to design requirements.
  • Working knowledge of the BMDA collective bargaining agreement.
  • Working experience with Earned Value Management.
  • Experience with Navy post-delivery Engineering and Design efforts.
