Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO's posture, military structures, forces, capabilities and doctrines.

The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously.

The ACT CIS, Data & Information (ACT CDI) Branch brings Information and Communications Technology (ICT) coherence across HQ SACT. It is in charge to implement at HQ SACT level all NATO policies and Directives in is area of responsibility. The ACT CDI is co-responsible with AOS (ACT Office of Security) of the HQ Cybersecurity, Cyber awareness and Cyber Hygiene. It is also critical enabler within the command and control of all HQ SACT staff tasking. This essential enabling support function provides coherency to the Command's IKM requirements delivers enhanced decision-making process opportunities and provides a central management function that guarantees the through-life cycle of all information and knowledge management within ACT.

The Communications and Information Systems Operations (CIS OPS) section provides sole responsibility to the COS for all coordination of Service Level Management to meet daily operations within HQ SACT. This includes collection and validation of CIS requirements for implementation and inclusion into the ACT Enterprise Service Level Agreement (ESLA). The section acts as HQ SACT representative for all daily service support and delivery between users and the NCI Agency Sector Norfolk. In addition, the section negotiates the ESLA with the NCI Agency.

The current incumbent is Section Head of the CIS Operations section.

Principal Duties:

• Serves as the Section Head of ACT CIO Communication and Information System Operations section;
• Supervises the Service Level Management / CIS Requirements within the section and is responsible for the CIS users support within HQ SACT;
• Acts as the point of contact (POC) for service level management for Allied Command Transformation (ACT);
• Leads negotiations and revisions of the ACT Enterprise Service Level Agreement (ESLA) between HQ SACT and, subordinate commands and the NCIA CSU Norfolk;
• Responsible through the Service Level Management / CIS Requirements cell for monitoring, coordinating, and de-conflicting negotiations and revisions of SLAs between ACT's subordinate bodies and the NCI Agency;
• Responsible for identifying, developing, and planning new requirements, coordinating services and funding with provider, and implementing CIS Operations policies and procedures as approved by the ACT CISOA;
• By delegation of ACT CISOA, represents ACT for the development of the Centralized Service Level Agreement (CSLA) with ACO;
• Participates at NATO boards, conferences and NCIA Service Level Control Board, as requested;
• Is the central point of contact for outside agencies requesting support from ACT or any support affecting the Service Level Agreement between NCIA and ACT;
• Responsible for the operational validation, prioritization and approval process of those requests.

Essential Qualifications / Experience:

• University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
• Experience in CIS planning, management, and implementation.
• Experience in ITIL IT Service Management.
• Experience in Information Management implementation.
• ITIL Foundation Course for IT Service Management.

Language:

• English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

• Prior staff experience
• Experience in a NATO or high-level national military headquarters
• Experience in Information and Communication Technology and/or Information Management at the military operational or strategic level
• ITIL Practitioner Course for Service Level Management.
• Appropriate educational background in IKM.

Personal Attributes:

• The work associated with this post requires considerable tact, persuasion and perseverance when dealing with other elements of the NATO HQ staff, ACT Staff and other Agencies. The ability to analyse and synthesize information and present clear recommendations is central to this post. Clarity of thought, analytic skills to extract information from a variety of sources and propose sound and well-reasoned reports/recommendations, as well as articulate ACT's position is essential.

Managerial Responsibilities:

• There are 2 subordinates to this post and the incumbent must be able to work as part of teams drawn from within and beyond the Branch, persuading and reasoning to achieve solutions. The individual will be guided where required by virtue of knowledge or experience. Section Head will manage daily workload for themselves and subordinates and influence the work priorities of the Branch.

Professional Contacts:

• The incumbent must develop and maintain professional contacts, often at a higher level, both within HQ SACT but also across in subordinate HQs, HQ NATO, ACO and NCI Agency.

Contribution To Objectives:

• The Section is responsible for a discrete area of work (the SLA with NCI Agency) and recommendations/work affects budgetary commitments and HQ plans. The incumbent will often be responsible for representing and shaping ACT's position and requirements for CIS - where results will directly support or affect SACT key objectives.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
