Performs a wide variety of police and law enforcement activities specifically related to the school environment during the school year. Tasks are primarily service-oriented and include working with and mentoring students, disseminating information, arbitrating disputes, and providing assistance through referrals, property protection, crime prevention, investigative, and other public safety services.

The selected candidate must have successfully completed the basic recruit training at a certified Police Academy and possess a current certification from the State of Florida as a Law Enforcement Officer as described under Chapter 943, Florida Statutes (F.S.).

Job Requirements: A criminal history check, including FCIC/NCIC, and a driving record check shall be conducted for all applicants as part of the application process. Any applicant who does not meet Florida Department of Law Enforcement (FDLE) Criminal Justice Standards and Training Commission (CJSTC) requirements or City of Coconut Creek Police Department standards shall not be eligible for further consideration.

Retention Bonus: In December each year, the SRO shall receive a retention bonus in the amount of Four Thousand Five Hundred Dollars ($4,500.00) in appreciation and anticipation of continued service for the duration of that school year (prorated for those who are not employed the full school year). In the event the SRO voluntarily separates from the City or is terminated for cause prior to the end of the school year, the SRO shall reimburse the retention bonus on a prorated basis for the number of months not worked.

Essential Duties and Responsibilities

Work involves the efficient performance of specialized duties under normal and emergency conditions, and may involve threats to personal safety and/or life. Duties include an element of personal danger, exposure to adverse weather conditions, apprehending criminals, and directing traffic. Incumbents perform duties in accordance with Florida State Statutes and established departmental policies, procedures, and guidelines. The incumbent must be able to act without close supervision and must be able to exercise independent judgment and discretion. Work is under the general supervision of a sergeant, and is reviewed through observation, conferences and review of written reports for results obtained and adherence to established policies and procedures.

  • Conducts routine preventative patrol of assigned school premises and surrounding areas; maintains an open-line of communication with all members of the school community
  • Attempts to maintain the peace and safety of the school community; responds to public disturbances; maintains civil obedience at school functions
  • Responds to calls for police service; attempts to resolve disputes, disturbances and other incidents through counseling or referral; settles disputes among neighbors, juveniles, and/or gangs; resolves any and all complaints from members of the school community
  • Provides information and/or assistance to the public; answers a wide range of non-police related service calls; informs citizens of available services in the school; promotes crime prevention through community and educational programs; makes presentations to the public concerning crime prevention and related police matters in the school environment
  • Provides for the safe and convenient flow of traffic and pedestrians within the school community; enforces traffic violations; promotes vehicular and pedestrian safety; reports unsafe road conditions
  • Conducts criminal and non-criminal investigations; performs surveillances; conducts follow-up investigations
  • Enforces ordinances of the City and laws of the State; arrests offenders; makes felony and misdemeanor arrests; issues Notices to Appear and traffic citations. Testifies in criminal and civil court proceedings; gives depositions
  • Prepares written reports, forms, and other documents as required. Completes monthly reports
  • Provides support and assistance to police officers, Fire & Rescue Personnel, and city employees. Takes appropriate police action in emergency situations
  • Participates in training. Must attend all mandated training required by the police department and the City
  • Uses or maintains equipment, including specialized equipment, i.e. computer, fire extinguisher, car jacks, etc. Communicates verbally and in writing; in person and by two-way radio and telephone, occasionally under stressful conditions
  • May be required to work school sponsored evening events
  • Duties may also involve teaching school and other related public safety programs

Qualifications

Must possess current certification as a Law Enforcement Officer in the State of Florida as described under Chapter 493 of the Florida Statutes.

MUST meet the following minimum qualifications for employment or appointment:

  1. Must have a Minimum of three (3) years of Certified Law Enforcement Officer experience

  2. Minimum of 21 years of age on the date of hire.

  3. Must be a citizen of the United States.

  4. Must have a high school diploma or equivalent. Two (2) years of college-level coursework in criminal justice or related field preferred.

  5. Must live in Palm Beach, Broward or Dade County within the first three (3) months of the job offer.

  6. Proof of passing of the swim test and Basic Motor Skills Test (Agility) at any state certified

FDLE/CJSTC Institute.

  • Swim test is valid for life
  • Physical agility results are valid for six (6) months from the date taken

  1. Must complete a physical examination, including drug screen and vision testing. Vision requirements include close vision, color vision, night vision, peripheral vision, depth perception, and the ability to adjust focus. This examination will be based on CJSTC specifications as per Florida Statue 943.13(6) and will be provided by a licensed medical provider hired by the City

  2. Must successfully complete a psychological & polygraph evaluation .

  3. As per Florida Statute 943.13, must successfully complete a background check to determine good moral character which will include, but is not limited to, fingerprinting, criminal history, and employment history verification.

NOTE: As per Florida State Statute 941.13(4), must not have been convicted of any felony or of a misdemeanor involving perjury or a false statement, or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person who, after July 1, 1981, pleads guilty or nolo contendere to or is found guilty of any felony or of a misdemeanor involving perjury or a false statement is not eligible for employment or appointment as an officer, notwithstanding suspension of sentence or withholding of adjudication. Notwithstanding this subsection, any person who has pled nolo contendere to a misdemeanor involving a false statement, prior to December 1, 1985, and has had such record sealed or expunged shall not be deemed ineligible for employment or appointment as an officer.

  1. Must have a good driving record, and possess a State of Florida drivers license by the date of appointment. Must provide certified copies of driving history from each state in which a drivers license has been held with the application.

PHYSICAL REQUIREMENTS:

Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.

SENSORY REQUIREMENTS:

Some tasks require manual dexterity, in addition to visual and hearing acuity. Tasks may involve identifying and distinguishing colors. Tasks may involve standing and walking for extended periods of time.

Eligibility List Criteria:

An eligibility list shall be valid for six months (may be extended up to two years at the Citys discretion), or until the list is abolished, whichever comes first. The list is formed based on applicants who meet the minimum qualifications. Applicants on the eligibility list will be given consideration for each vacancy. Qualified veterans shall be afforded preference in accordance with Chapter 295, Florida Statutes.

FOR SCHOOL RESOURCES OFFICER (PART-TIME)

PERSONAL LEAVE

Employees are credited with five (5) personal days at the beginning of the school year to be used by the end of the school year; unused personal leave will not roll over to subsequent school years and has no cash value.

CELL PHONE STIPEND

Employees receive a monthly cellular phone stipend, paid through payroll, for months worked during the school year.

PENSION/RETIREMENT PLAN

The City participates in the Florida Retirement System (FRS), which offers a choice of a Pension Plan (defined benefit) or an Investment Plan (defined contribution)*. The City contributes the amount determined by the State, and employees make a bi-weekly mandatory contribution, currently 3% of eligible earnings, through payroll deduction on a pre-tax basis. Employees in the Pension plan are vested according to the date of membership in the FRS. Employees who begin membership prior to July 1, 2011 are vested after six (6) years of FRS - covered service. Employees hired after July 1, 2011 are vested after eight (8) years of service.The Pension Plan benefit is determined based on a multiplier and average salary of the employee's highest paid years. The number of paid years and normal retirement guidelines are determined by the date of membership.

The Investment Plan benefit is based on the performance of selected funds over time. There is no age requirement that must be met to receive a benefit under the Investment Plan; vesting is after one (1) year of service.

  • Employees who are currently retired and have received pension benefits from the FRS will not be eligible for a retirement benefit, pursuant to state legislation.

Employees may also make voluntary contributions to a 457 Deferred Compensation Plan or Roth IRA Plans with MissionSquare Retirement, up to the annual limit prescribed by the federal government.

RETENTIION BONUS AND ACROSS-THE-BOARD WAGE ADJUSTMENTS

Employees shall receive an annual retention bonus each December in appreciation and anticipation of continued service for the duration of the school year. Additionally, employees are eligible for annual across-the-board wage adjustments, provided said compensation is funded in the city's adopted budget.
