Ready to orchestrate complex controls delivery without writing a single line of code?

PEC seeks a seasoned Integration Program Manager to govern subcontractor‑delivered SCADA, BMS, and EPMS scopes on large industrial and hyperscale data center projects. This is a coordination, compliance, and commissioning leadership role—not a design or programming position.

Why this role matters

  • Protects design intent: Enforces full compliance with EOR documents and Owner standards.
  • De‑risks integration: Aligns BMS/EPMS data ingestion through the ICS layer into SCADA with cybersecurity requirements.
  • Drives certainty: Holds schedule, scope, quality, safety, and documentation to contract.

What you will own

  • Serve as PEC’s single point of contact for SCADA, BMS, and EPMS subcontractors.
  • Oversee SCADA configuration/implementation and Division 25 BMS/EPMS execution.
  • Coordinate across PEC teams, other trades, commissioning agents, Owners, and the EOR to meet phased construction, commissioning, and turnover milestones.
  • Run the formal change order process for any deviation; track risks and escalate early.
  • Review subcontractor SOVs and AIA billing for accuracy and contractual alignment.
  • Support financials: cost forecasts, change logs, and reporting for assigned scopes.

What this role does not do

Your remit is governance and integration. You will not perform system design or programming. You will keep subcontractor efforts within:

  • Configuration, implementation, integration
  • Monitoring, visualization, alarming, and data presentation

And you will enforce exclusions, such as:

  • Control system design services
  • PLC, RTU, or OEM equipment programming
  • OEM equipment logic development
  • Relay protection configuration
  • Arc flash studies
  • Electrical construction or trade work

You will also verify that others are providing assumed prerequisites: physical pathways, power distribution, network connectivity, virtualization platforms, and baseline cybersecurity controls.

Integration and commissioning deliverables

  • Validate handoff and data flow from BMS/EPMS through ICS into SCADA.
  • Ensure SCADA configuration aligns with Owner/EOR cybersecurity standards.
  • Coordinate commissioning participation: SCADA Level 2–5; BMS/EPMS Level 1–5.
  • Support IST planning and execution.
  • Verify complete turnover packs: SCADA configuration docs, tag lists/point schedules, alarm matrices/priorities, graphics inventories, test scripts/records, and as‑builts.
  • Confirm training, system walk‑throughs, and knowledge transfer are delivered per contract.

Must‑have experience

  • Leadership on large industrial automation, critical facility, or data center projects.
  • Subcontractor management with strong contractual/financial controls.
  • Scope boundary control and risk management expertise.
  • Deep grasp of SCADA, BMS, and EPMS architectures.
  • Cross‑discipline systems integration coordination.
  • Executive‑level communication with Owners, Engineers, subs, and internal leaders.

Technical toolkit

  • SCADA platforms (e.g., Ignition SCADA)
  • Rockwell / Allen‑Bradley ecosystems
  • Protocols: BACnet, Modbus, OPC‑UA, SNMP
  • Data center operations, redundancy strategies, and commissioning methods (preferred)

Preferred background

  • Hyperscale data center delivery
  • Division 25 specifications and IST familiarity
  • Work under a formal EOR model

Additional proficiencies

  • Construction Management
  • Electrical Schematics
  • Electrical Troubleshooting Skills
  • Electrical Systems Diagnostics & Repair
  • Electrical Troubleshooting
  • Blueprint Reading
  • Basic Computer Skills
