Description

Responsible for planning, directing, and supervising residential refuse collection operations to ensure safe, efficient, and reliable service. Supervises field staff, manages routes, responds to customer concerns, coordinates equipment needs, and ensures compliance with City policies and safety standards.

Examples of Duties

  • Operations Management: Plan, coordinate, monitor, and adjust daily refuse collection routes to maximize efficiency and ensure timely collection services; an assist on open routes when need to maintain uninterrupted service delivery.
  • Employee Supervision: Supervise drivers and laborers; provide training, coaching, performance evaluations, and corrective action as needed.
  • Route Optimization: Monitor route productivity, analyze workloads, balance routes, and recommend operational improvements.
  • Technology Utilization: Use Routeware and other software to monitor routes, maintain customer information, create reports, and analyze operational data.
  • Equipment Management: Inspect collection vehicles, coordinate repairs, and ensure daily inspections and preventative maintenance are completed.
  • Customer Service: Investigate and resolve missed collections, citizen complaints, and service requests while implementing corrective actions.
  • Safety & Compliance: Ensure compliance with OSHA, CDL requirements, City policies, and departmental safety procedures.
  • Emergency Response: Coordinate personnel and equipment during emergencies, severe weather, and disaster debris operations.
  • Provide training and mentoring to new employees to ensure they understand departmental policies, safe work practices, equipment operation, and collection procedures.

Typical Qualifications

  • Education & Experience: High school diploma or equivalent and five years of experience in solid waste or public works, including supervisory experience.
  • License: Valid North Carolina Commercial Driver License (CDL).
  • Knowledge: Solid waste collection operations, route planning, equipment, safety, and customer service.
  • Skills: Leadership, communication, conflict resolution, data analysis, Microsoft Office, Routeware, and process improvement.

Physical Requirements:

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, tasting or smelling and repetitive motions, frequently requires using hands to finger, handle or feel and reaching with hands and arms and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to wet humid conditions (non-weather) and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).supervise employees, and use data to improve service delivery, productivity, and operational performance.
