Introduction
The Department of Budget and Management''s Classification and Salary Division (CAS) maintains the Stateâs position classification plan and provides for the development and operation of the Stateâs salary and wage program. Services include: publication of new and revised class specifications; development of classification standards and guidelines; recommendations for changes to the salary plan; development of salary guidelines and procedures; and technical training of agency staff with responsibilities for classification and compensation activities. The Division provides leadership and expert advice and guidance to State personnel officers and managers in the areas of classification and compensation.
We are currently seeking an experienced HR professional to join our team as a Salary and Data Analyst.

POSITION DUTIES
This position will function as a Salary and Data Analyst for the Classification and Salary Division within the Office of Personnel Services and Benefits. The position reports to the Deputy Director of Salary Administration, and will be responsible for supporting the development, implementation, and maintenance of the State of Maryland''s Compensation Plan. This position will also perform duties related to position classification review and special projects in support of Division leadership, and the wider goals of the Department of Budget and Management.
The Salary and Data analyst will interpret and apply the State Personnel Management System (SPMS) rules, regulations, and standards related to salary administration by maintaining salary plans; analyzing and evaluating compensation issues., practices, and requests of state agencies; researching and costing salary proposals; making technically sound recommendations; and developing and conducting statewide training in salary and compensation issues under general supervision. The position is able to perform all day to day operations independently with minimal guidance. The position makes recommendations regarding the implementation of statewide compensation changes, and assists in the preparation thereof.Â

MINIMUM QUALIFICATIONS
Experience: Three years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, medical services, or HR management.

Candidates may substitute the possession of a Bachelor''s degree from an accredited college or university and two years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, medical services, or HR management for the required experience.Â
Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the field of HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial-organizational psychology or other related field on a year-for-year basis for up to two years of the required experience.Â
Candidates for employee or labor relations positions may substitute the possession of a Juris Doctor degree from an accredited school of law for the required experience.Â
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operatorâs license valid in the State of Maryland.
