Job Title: Safety Program Manager

Job Description

The Safety Program Manager leads, develops, and continuously improves a company-wide safety program across all construction projects and operational activities. This role establishes safety standards, ensures regulatory compliance, and fosters a proactive safety culture that aligns with core organizational values. The Safety Program Manager oversees and supports a team of onsite Safety Managers and Specialists, partnering closely with Project Managers, Construction Managers, and executive leadership to integrate safety into every phase of project delivery. The position combines strategic program development with active field engagement to ensure all projects are executed safely, compliantly, and efficiently, reinforcing a strong commitment to a zero-incident culture.

Responsibilities

  • Develop, implement, and maintain comprehensive company safety policies and procedures that support a consistent, high-performing safety program.
  • Standardize safety documentation, including Site-Specific Safety Plans (SSSPs), Job Hazard Analyses (JHAs), and safety reporting tools, to ensure uniform practices across all projects.
  • Ensure full OSHA and regulatory compliance across all construction projects and operations, staying current with applicable safety standards and requirements.
  • Maintain, update, and improve safety manuals and documentation to reflect best practices, regulatory changes, and lessons learned from field operations.
  • Support and oversee onsite Safety Managers and Specialists, providing guidance, resources, and direction to ensure effective field safety management.
  • Conduct regular jobsite audits and inspections to identify hazards, verify compliance with safety procedures, and drive continuous improvement in field safety performance.
  • Review safety metrics, trends, and key performance indicators to identify areas of risk and opportunity, and to inform strategic safety initiatives.
  • Ensure timely implementation of corrective actions following audits, inspections, and incident reviews, and verify that corrective measures are effective.
  • Lead incident investigations and root cause analyses to understand underlying issues, prevent recurrence, and strengthen overall safety systems.
  • Maintain consistent incident reporting standards and documentation practices to ensure accurate, reliable safety performance data.
  • Track, analyze, and interpret safety performance data to support decision-making, identify emerging risks, and communicate safety outcomes to leadership.
  • Develop and deliver safety training programs tailored to field teams, safety staff, and project stakeholders, ensuring understanding and adherence to safety requirements.
  • Mentor and coach safety staff and field teams to build safety competence, confidence, and ownership throughout the organization.
  • Promote a proactive safety culture that encourages hazard recognition, near-miss reporting, and continuous improvement in safety practices.
  • Integrate safety considerations into project planning and scheduling, ensuring safety requirements are addressed from preconstruction through project closeout.
  • Participate in preconstruction risk reviews to identify potential hazards, recommend controls, and influence project design and execution strategies.
  • Review high-risk activities and procedures to ensure appropriate controls, permits, and monitoring are in place before work begins.
  • Manage safety staff, including assigning responsibilities, supporting professional development, and ensuring adequate coverage across projects.
  • Support staffing and development needs within the safety function, including hiring, training, and succession planning for safety professionals.
  • Provide clear, constructive performance feedback to safety team members to drive growth, accountability, and high standards of performance.
  • Maintain OSHA logs and required safety documentation accurately and in a timely manner, ensuring readiness for internal and external review.
  • Prepare safety reports and summaries for leadership, highlighting performance metrics, trends, incident findings, and recommended improvements.
  • Support internal and external safety audits and inspections, coordinating responses, documentation, and follow-up actions.
  • Promote organizational values through safety leadership, modeling safe behaviors and reinforcing safety as a core business priority.
  • Support collaboration across project teams, safety staff, and leadership to align safety goals with operational and project objectives.
  • Lead by example in all safety practices, demonstrating visible commitment to safety and reinforcing a zero-incident mindset throughout the organization.

Essential Skills

  • Minimum of 7+ years of construction safety experience, with direct responsibility for safety programs on active construction projects.
  • Strong, in-depth knowledge of OSHA regulations and construction safety standards, with the ability to interpret and apply requirements in the field.
  • Demonstrated leadership experience managing safety staff or leading safety initiatives across multiple projects or locations.
  • Excellent communication skills, with the ability to clearly convey safety expectations, procedures, and findings to diverse audiences.
  • Experience working with safety systems and reporting tools, including incident reporting, safety metrics, and audit tracking platforms.
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook, for documentation, reporting, and presentations.

Additional Skills & Qualifications

  • BA/BS degree in Occupational Safety, Safety Management, Environmental Health & Safety, Industrial Safety, Construction Management, Engineering, or a related field preferred.
  • OSHA 30-Hour Construction certification preferred.
  • First Aid, CPR, and AED certification preferred.
  • OSHA 500 Construction Trainer certification preferred.
  • Construction Health and Safety Technician (CHST) certification preferred.
  • Certified Safety Professional (CSP) credential preferred.
  • OSHA HAZWOPER 40-Hour certification preferred.
  • Experience with project management or construction software is a plus.
  • Ability to mentor and develop safety staff and field teams, fostering professional growth and a strong safety culture.
  • Strong analytical skills for interpreting safety data, identifying trends, and recommending effective corrective actions.

Work Environment

This role operates within a dynamic construction environment, combining office-based program development and reporting with regular visits to active jobsites. The Safety Program Manager works closely with project teams, construction managers, and executive leadership, using safety systems, reporting tools, and the Microsoft Office Suite, as well as project management or construction software where applicable. The position involves field engagement at construction sites, participation in audits and inspections, and collaboration with onsite Safety Managers and Specialists to maintain a safe, compliant, and efficient work environment.

Pay and Benefits

The pay range for this position is $100000.00 - $125000.00/yr.
