Rural Health Transformation Regional Lead – South & East
Grant funded through September 30, 2028 (position is contingent upon renewed grant funding by the terms outlined by contract through September 30, 2031). Responsible for Manchester CC, Nashua CC, Great Bay CC, Lakes Region CC.
SCOPE OF WORK:
The Regional Lead, Healthcare Workforce is responsible for advancing the goals of the Rural Healthcare Transformation (RHT) grant by leading regional strategies that strengthen the healthcare talent pipeline. This position is responsible for program development, delivery, evaluation, and advancement and ensures compliance with grant regulations. Supervises program specialists, coordinators, assistants, and community liaisons.
This position works across healthcare employers, education and training providers, and workforce system partners to expand career pathways, work-based learning models, and credential attainment opportunities that address critical workforce shortages in the healthcare sector.
ACCOUNTABILITIES:
- Leads regional implementation of healthcare workforce initiatives aligned with RHT grant goals, ensuring responsiveness to employer demand and regional labor market needs.
- Supervises Regional Developers, as assigned, including providing guidance, coordination, oversight, training, and support related to workforce development initiatives, grant activities, employer engagement, reporting requirements, and regional partnership development.
- Builds and sustains partnerships with:
- Hospitals, health systems, long-term care providers, and behavioral health organizations
- Community colleges and training providers
- Workforce development boards and agencies
- Community-based and support service organizations
- Expands and supports healthcare career pathways, including entry-level to advanced roles (e.g., LNA/CNA, Medical Assistant, LPN, RN, allied health, behavioral health).
- Promotes and develops work-based learning models such as Registered Apprenticeship, clinical placements, on-the-job training, and incumbent worker upskilling programs.
- Collaborates with employers to identify workforce gaps and co-design training solutions that align with industry standards, licensing requirements, and credentialing pathways.
- Supports strategies that improve recruitment, retention, and advancement of healthcare workers, including addressing barriers to participation (e.g., childcare, transportation, academic readiness).
- Coordinates regional efforts to align education, training, and credentialing systems with employer needs, including stackable and credit-bearing pathways.
- Provides technical assistance to partners on healthcare workforce models, program implementation, and sustainability strategies.
- Ensures compliance with all grant deliverables, performance metrics, and reporting requirements, including tracking participant outcomes and employer engagement.
- Collaborates with statewide RHT leadership and other Regional Leads to share best practices, align strategies, and drive system-level impact.
- Assists the Workforce Director at the assigned college location as needed to address and resolve grant-related issues, communicating when required with the CCSNH Director of Workforce Development and the Rural Health Transformation (RHT) Grant Manager.
- Supports the Workforce Director at the assigned college location and participates, as needed, in statewide, regional, and federal RHT-related conferences, seminars, meetings, and workforce initiatives to ensure programmatic efforts remain aligned with best practices, evidence-based models, and statewide workforce development strategies.
- Represents the RHT initiative and CCSNH in healthcare workforce forums, partnerships, and public events.
- Complies with all CCSNH, state, and federal rules and regulations.
- Hybrid position with a designated home base at an assigned Community College System of New Hampshire (CCSNH) college campus. Regular travel throughout the assigned region and across the state is expected to support employer engagement, partner collaboration, student support services, workforce initiatives, and grant-related activities.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education:
Bachelor’s degree in healthcare administration, Public Health, Business, Education, or a related field.
Experience:
Five (5) years of experience in healthcare workforce development, healthcare administration, program management, or a related field, including supervisory and program coordination experience working with healthcare employers and/or training systems.
PREFERRED QUALIFICATIONS
- Experience working with hospitals, long-term care, or behavioral health providers
- Knowledge of healthcare licensing, credentialing, and regulatory environments
- Experience with Registered Apprenticeship or work-based learning in healthcare
- Familiarity with career pathway development and stackable credential models
- Experience managing or working within federally funded grants
- Strong understanding of workforce barriers and support service strategies
LICENSE/CERTIFICATION
Valid driver’s license or access to reliable transportation for statewide travel.
