ROW Permitting Specialist

Location: Englewood, CO
Employment Type: Contract-to-Hire

We are seeking a ROW Permitting Specialist to support the acquisition and management of Right-of-Way, Access, Right-of-Entry, and Encroachment Permits associated with overhead and underground transmission and distribution line projects. This position will work with a wide range of jurisdictions and stakeholders, including state transportation agencies, railroads, transit authorities, county and city Road & Bridge departments, Public Works departments, construction teams, engineering representatives, and governmental agencies.

The ideal candidate will be highly organized, detail-oriented, and comfortable managing multiple permitting activities and stakeholder communications in a fast-paced project environment.

Key Responsibilities

Research & Analysis

  • Complete desktop reviews of project plans and research federal, state, and local construction permit requirements.
  • Identify and support permitting requirements such as utility installation permits, temporary construction entrance permits, railroad encroachment permits, and other access and right-of-way permits.
  • Coordinate with internal departments to gather construction details from civil, foundation, transmission line, and restoration stakeholders.

Documentation & Permitting

  • Prepare and draft construction permit packages for review by the construction permitting lead.
  • Submit permit packages to applicable jurisdictions and track permit status through approval.
  • Assist with coordinating jurisdictional approvals for access, road crossings, right-of-way occupancy, and other construction activities.
  • Maintain accurate permitting records and documentation throughout the project lifecycle.

Data & Field Support

  • Update and maintain the project's ArcGIS Online (AGO) site with permit requirements, status updates, and other critical spatial data.
  • Attend field reviews and site visits to gather project information, assess constructability, and support permitting activities.
  • Support the change management process by tracking and documenting modifications to construction plans and their potential permitting impacts.

Coordination & Project Support

  • Work with the Project Manager to facilitate meetings and communications with internal and external project stakeholders.
  • Coordinate regularly with construction and engineering representatives, governmental agencies, transportation departments, railroads, transit authorities, and other jurisdictional entities.
  • Assist with the closeout process for permits and agreements upon completion of construction.
  • Maintain organized records and provide regular updates regarding permitting status, outstanding requirements, and potential issues.

Qualifications

  • Experience with right-of-way, access, right-of-entry, encroachment, utility, or construction permitting is preferred.
  • Experience working with governmental agencies, transportation departments, railroads, transit authorities, or local jurisdictions is a plus.
  • Strong attention to detail and excellent organizational skills.
  • Ability to manage multiple projects, deadlines, and permitting requirements simultaneously.
  • Strong written and verbal communication skills.
  • Functional knowledge of Microsoft Excel and Microsoft Word.
  • Experience with ArcGIS Online (AGO) or other GIS platforms is preferred.
  • Ability to work effectively with a wide variety of internal and external stakeholders.
  • Ability to attend occasional field reviews and site visits as needed.
