The City of Eugene Public Works Maintenance Division is recruiting for an Application Support Analyst to serve on the Roosevelt Information Technology Services (RITS) Team.
The Application Support Analyst performs a variety of professional and analytical work in software development, application support, and project collaboration across both business and process control environments. The work requires strong technical skills, excellent communication, and the initiative to develop modern, full-stack solutions that serve City staff and citizens alike. Assignments require the use of independent judgment, forward thinking, and a willingness to learn and adapt in a dynamic environment.

Work Schedule: This position will work Monday through Friday between 8:00 a.m. to 4:30 p.m. Additionally, this position is responsible for responding during PW-involved emergency events and may be on-call during the emergency response.

Examples of Duties Performed - Duties may include but are not limited to the following
Design, develop, test, and maintain C# progressive web applications (PWAs) using the Microsoft .NET ecosystem, with a strong focus on Microsoft Blazor (Server and/or WebAssembly).
Build and maintain full-stack Azure cloud-hosted applications including front-end UI, API layers, and back-end services - leveraging the following Azure platform services:
Develop and consume RESTful APIs and service integrations; implement real-time features using SignalR for live data updates and event-driven communication within applications.
Produce high-quality client-side user experiences using HTML5, CSS3, and JavaScript; apply modern UI component libraries and third-party component frameworks to meet usability and accessibility standards.
Design and optimize Microsoft SQL Server databases: create and maintain tables, stored procedures, views, functions, and indexes; perform data analysis, data conversion, and query tuning using SQL Server Management Studio (SSMS).
Implement full-text search and indexing solutions using Lucene.NET; design indexing strategies that improve application search performance and relevance.
Integrate GIS and mapping capabilities into applications; work with ESRI/ArcGIS platform components and spatially-aware data to deliver map-driven features within the .NET application framework.
Implement modern authentication and authorization practices including Easy Auth (Azure App Service Authentication), OAuth 2.0, OpenID Connect, and Microsoft Entra ID (Azure Active Directory) for both staff and citizen-facing applications.
Design and implement Azure infrastructure as code using Bicep templates for repeatable, auditable cloud resource provisioning.
Create wireframes and interactive prototypes to communicate application design to stakeholders; lead or participate in UX design reviews to ensure excellent user experience and intuitive interfaces.
Use .Net Aspire and Docker instance management for local development
Write clear, thorough technical documentation including code comments, API documentation, architecture decision records, and end-user guides.
Administer the project backlog; plan and execute work within an Agile Scrum framework using Azure DevOps sprint boards (or other similar tools), user stories, and acceptance criteria.
Collaborate with department personnel across Public Works and other City divisions to analyze business processes and design innovative software solutions that improve efficiency, productivity, and service delivery.
Assist users with hardware and software selection, installation, and implementation; research technology trends, evaluate vendors, and support the RFP process for software procurement.
Coordinate and conduct peer code reviews; enforce coding standards, security best practices, and Clean Architecture principles across the teams codebase.
Stay current with emerging technologies, Microsoft platform updates, and Azure service releases; proactively identify opportunities to improve existing systems.
Maintain detailed logs of issues, resolutions, and system changes; provide Tier 2/3 application support and troubleshoot complex software problems across the RITS application portfolio.
Perform data analysis, data conversion, system integration, and system administration tasks as assigned.
Performs additional duties as assigned.

Five years of progressively responsible experience in software application development, including demonstrable experience with full-stack .NET development, Azure cloud services, and modern web technologies. Experience with C#, SQL Server, Azure DevOps, and client-side development is required.
Training:
Requires a Bachelors degree from an accredited college or university in Computer Science, Information Systems, Software Engineering, or a closely related field. Relevant Microsoft certifications (e.g., AZ-204, AZ-900, AZ-400) are a plus.

Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
