Job Description: Work with Chief Financial Officer, analysts, and managers to manage the directorate's $15M budget for overhead activities across 8 centers. Assist with daily administration, planning and tracking of financial functions, improvement of institutional processes, collecting and evaluating data, conducting basic analysis, and preparing standard reports and presentations. Act as financial resource on laboratory policies, laws, and regulations, assisting in stakeholder understanding of financial management responsibilities. Perform variance analysis of financial results and cash flow management for new and existing projects. Present financial data to external stakeholders such as U.S. Department of Energy program leads and industry partners. Support NREL staff with financial queries to ensure all project and indirect activities are in compliance with DOE and NREL policy. Oversee monthly processing and submission of cost transfers. Assist with the development of cost plans for Department of Energy programs and Strategic Partnership projects. Monitor and evaluate reasonableness and accuracy of financial plans and coordinate needed updates. Support the assigned Center Directors, Laboratory Program Managers, project/task/chargeable task leaders and Project Controllers/Project Managers with financial management, budget development and formulation, budget execution, proposal pricing, budget monitoring and understanding cost reports. Review and approve new business proposals and prepare the corresponding cash flow analysis for DOE (Department of Energy) Funding Opportunity Announcements (FOAs) and Strategic Partnership Projects. Support Laboratory policies, laws, and regulations by assisting program, project and center staff in their understanding of financial management responsibilities. Coordinate the allocation of monthly funding with applicable project/task leaders. Support communications with partners to ensure timely receipt of funds. Perform plan to actual variance analyses and discuss issues and actions with project leads and support teams. Communicate financial planning requirements and deadlines to all customers. Maintain updates to project cost breakdown structures using the Oracle Project Accounting system. Up to 95% telework permitted, reporting to HQ in Golden, CO. Must be in local area for occasional on-site work.
Job Requirements: Requires Bachelor's degree in Finance, Accounting, Business Administration, Economics, Mathematics, or related field and 2 years of experience OR Master's degree in Finance, Accounting, Business Administration, Economics, Mathematics, or related field and 0 years' experience. Must have some experience in each of the following skills: Application of federal agency, contracting, or finance industry accounting standards, theories, techniques, concepts and principles; Accounting laws, regulations, procedures, and practices related to federal agency, contracting, and finance industry; Utilizing and interpreting data from software systems including Microsoft Excel, Power BI, Oracle, and Hyperion Essbase; Managing multi-million dollar financial portfolio under senior guidance; Monitoring project cash flow using contract terms, invoicing schedules, and payment processing; Develop financial reporting to review burn rate, forecasting costs, and identify portfolio vulnerabilities to a variety of high-level stakeholders; and Preparing budgeting and financial reports for proposal submissions.
