SUMMARY DESCRIPTION OF CLASSIFICATION:
Under direction, exercises control and oversees maintenance of a variety of organizational accounts; performs a full range of general accounting, budget control, fiscal management duties related to budget preparation, allocation of staff and materials, position control, financial monitoring, and account management for an organizational entity. Researches finance, budgeting, and/or procurement issues used to formulate budgeting, procurement, or other financial management decisions. PHYSICAL DEMANDS: Prolonged computer workstation use. SPECIAL REQUIREMENTS: Must be able to work long hours as demanded by workload, including attendance at evening meetings.
Knowledge, Skills, Abilities:
Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools. Considerable knowledge of the fiscal and budgetary expectations associated with the Concentration of Poverty Grant as a part of the Blueprint for Maryland?s Future. Strong skills in budget development, research and analysis, financial accountability, reconciliation of accounts, purchasing procurement procedures, and review of revenue and expense forecasting. Knowledge of grant development, management, and reporting. Knowledge of the theory, methods, principles, and practices of accounting and general accepted accounting principles (GAAP). Excellent oral, written and human relations skills. Ability to analyze, interpret and evaluate financial and administrative data to develop and generate reports in a clear and concise manner for fiscal decision making. Ability to exercise independent initiative to perform both original and recurring assignments. Must be able to make decisions in accordance with established procedures and practices, and exercise judgment in the absence of clear directives. Ability to effectively use automated financial systems, Excel, and Access databases. Knowledge of key components of the Individual Education Program (IEP) as it relates to amount and duration of services, accommodations, case management, Least Restrictive Environment and special education program codes. Knowledge of all of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE:
Bachelor''s degree required.College coursework in accounting, finance, business, or public administration with substantial applicable coursework in accounting. Considerable experience in accounting, budgeting, procurement, and/or staffing is highly preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: None
