For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the Bureau of Reclamation (USBR). These experienced professionals provide administrative, scientific, and technical support to the Bureau of Reclamation through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

Minimum of 7 year(s) of experience in Experience and training in the federal water contracting process can be substituted for education requirements. Demonstration of attention to detail in a workplace setting when working autonomously is highly preferred. Strong process improvement experience is required. OR BA/BS Degree with minimum additional experience of 5 year(s) in the Federal contracts and repayment process. Applicant should have experience with the Reclamation Manual and be familiar with Reclamation policies and directives and standards. Applicant should be familiar with Microsoft Office Suite (Word, Excel, Powerpoint). Applicant should have experience with contract negotiation. Applicant should have excellent communication skills (verbal and written). Applicant should have experience following directions and working without extensive supervision. Experience with process improvement and operations management is required.

  • Experience required with Windows, MS Word, MS Teams, MS Outlook
Duties:

The Repayment Specialist will assist with planning, training, and other contracting activities related to extraordinary maintenance contracts, contracts with states and environmental actions, etc.

  • Water Contracting. To enhance the existing training materials available for UCB repayment specialists and those interested in Reclamation?s water contracting process. This person will perform and will provide project-based training materials, process documentation, and recommendations to support Reclamation staff for up to 12 months or until the period of performance for this ESP expires. Duties will not replace or substitute for any federal employee or vacant federal position.   34%
  • XM Contracting. To assist the UCB contracting staff in improving the XM contracting process to ensure greater efficiency in the future. This person will perform and will provide project-based training materials, process documentation, and recommendations to support Reclamation staff for up to 12 months or until the period of performance for this ESP expires. Duties will not replace or substitute for any federal employee or vacant federal position.   33%
  • State and Environmental Contracting. To assist the UCB in improving the contracting process with state and environmental entities to increase the speed and efficiency in which the UCB responds to NEPA and contracting requests. This person will perform and will provide project-based training materials, process documentation, and recommendations to support Reclamation staff for up to 12 months or until the period of performance for this ESP expires. Duties will not replace or substitute for any federal employee or vacant federal position.   33%

  • Physical requirements: This is an office position with applicants needing to be able to sit for long periods of time and use a computer (typing, mouse, etc).
