The Regional Quality Manager is responsible for leading and managing quality assurance and quality control activities across pipeline construction, maintenance, and integrity projects within an assigned region. This role ensures that all work is performed in accordance with project specifications, client requirements, applicable codes, regulatory standards, and company quality procedures.

The Regional Quality Manager provides oversight and direction to project quality personnel, inspectors, subcontractors, and field leadership to ensure consistent execution of quality requirements. Responsibilities include reviewing quality plans, welding procedures, inspection and test plans, material traceability records, coating documentation, hydrostatic test packages, nonconformance reports, and final turnover documentation.

This position supports project teams from bid phase through project closeout by identifying quality risks, developing inspection strategies, ensuring proper staffing, and verifying that required documentation is completed accurately and on time. The Regional Quality Manager also monitors field performance, conducts audits, supports corrective actions, and promotes continuous improvement across all regional projects.

The role requires strong knowledge of pipeline construction practices, welding codes, nondestructive examination requirements, coating standards, material control, hydrostatic testing, civil quality, and regulatory compliance. The Pipeline Regional Quality Manager serves as a key liaison between operations, clients, inspectors, and executive leadership to ensure quality expectations are clearly communicated and successfully achieved.


Key Areas of Responsibility
  • Lead regional QA/QC planning and execution for pipeline construction and related facility work.
  • Ensure compliance with client specifications, regulatory requirements, company procedures, and applicable codes and standards.
  • Provide technical guidance to quality inspectors, field leadership, subcontractors, and project teams.
  • Review and support quality plans, ITPs, WPS documentation, NDE records, coating records, hydrotest packages, and turnover documentation.
  • Perform quality audits, identify quality risks, track corrective actions, and support continuous improvement initiatives.
  • Serve as the regional quality liaison between operations, clients, inspectors, and senior leadership.


Applicable Codes and Standards
The Pipeline Regional Quality Manager shall ensure work is planned, performed, inspected, and documented in accordance with the current contract-specified revisions of applicable codes, standards, client specifications, company procedures, and regulatory requirements, including but not limited to:
  • 49 CFR Part 192 - Transportation of Natural and Other Gas by Pipeline, when applicable.
  • 49 CFR Part 195 - Transportation of Hazardous Liquids by Pipeline, when applicable.
  • ASME B31.4 - Pipeline Transportation Systems for Liquids and Slurries.
  • ASME B31.8 - Gas Transmission and Distribution Piping Systems.
  • ASME B31.3 - Process Piping for related facilities, stations, terminals, and process piping, when applicable.
  • API 1104 - Welding of Pipelines and Related Facilities.
  • ASME Section IX - Welding and brazing procedure and performance qualifications, when specified by the project.
  • AWS D1.1 - Structural Welding Code - Steel for structural steel fabrication and field welding, when applicable.
  • API 5L and applicable ASTM/ASME/MSS material standards for line pipe, valves, flanges, fittings, bolting, gaskets, and related components.
  • AMPP/NACE/SSPC standards and project coating specifications for surface preparation, coating application, coating inspection, corrosion control, and cathodic protection, when applicable.
  • Project-specific civil, concrete, soil, environmental, safety, NDE, hydrostatic testing, turnover, and client quality requirements.
  • CWI, highly preferred.
