Description

The Records and Evidence Technician supports the daily operations of the property room by receiving, securing, and releasing police records, property, and evidence. This position ensures the integrity of records management and chain of custody in compliance with departmental policies, court requirements, and applicable laws. The technician responds to requests from law enforcement personnel, prosecutors, courts, and the public while safeguarding confidential information. This position has no supervisory responsibilities.

  • Prepare and process all public safety data information including proper classification of police incident reports and distribution of case files to proper agencies and personnel.
  • Provide professional customer service to the public and personnel regarding law enforcement information pertinent to the Blaine Police Department.
  • Prepare and enter criminal justice reports into state and county computer systems. Audit as requested or appropriate, ensuring completeness and accuracy.
  • Update and/or maintain data in various database systems, ensuring completeness and accuracy.
  • Provide assistance to co-workers to ensure continual and proper workflow.
  • Perform computer operation activities, e.g., assist as clerical back-up in word processing.
  • Receive and route calls and visitors.
  • Provide information, explanations, and assistance to the public and other employees.
  • Perform other duties as assigned.

  • Professional ability to perform clerical work requiring confidentiality, concentration, organization, and judgement in interpreting practices and procedures to meet problems;
  • Knowledge of record management, record retention, and Laserfiche techniques;
  • Skilled in dealing with hostile or upset customers;
  • Ability to maintain confidentiality;
  • Ability to maintain professionalism in stressful situations;
  • Skill and efficiency in the operation of Microsoft Office software, or similar, and other office machines and equipment;
  • Ability to deal confidently and effectively with members of the public, both in person and via telephone;
  • Ability to communicate effectively, in English, both verbally and in writing;
  • Ability to spell and punctuate proficiently;
  • Professional ability to work with others, including co-workers or members of the public, in a professional and courteous manner;

Supplemental Information

Minimum Requirements

  • High School Diploma or GED equivalent
  • Minnesota Criminal Justice Information Systems (CJIS) Certification or the ability to obtain within six (6) months of employment. All associated costs will be covered.

Desirable Requirements

  • Two (2) years of administrative experience with a police department OR four (4) years of administrative experience with the city of Blaine.
  • Advanced administrative training from a business college or vocational institution.
  • Minnesota Criminal Justice Information System (CJIS) certified.
  • One (1) year experience working with the MN Data Practices Act.

Supervision of Others

  • No supervisory responsibilities

Physical Requirements

  • Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.

Conditions of Employment

  • Must possess a valid Class D driver's license with a good driving record.
  • Must successfully complete a comprehensive background investigation, driver's check, and reference checks.

CITY CONTRIBUTION

For 2026, the City contributes $1,590.00 per month for each full-time employee to apply towards the benefits offered through the cafeteria plan if electing medical coverage. For 2026, the City contributes $804.50 per month for each full-time employee if medical coverage is waived. The City's contribution is pro-rated for part-time employees.

MEDICAL INSURANCE

The City of Blaine offers a full cafeteria plan. All full-time probationary and regular City employees are eligible to participate. Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents on a family policy. Employees may choose from five options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both employee and employee+ policies. The following are the monthly premiums for each plan:

LONG-TERM DISABILITY

All active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan.

RETIREMENT

Retirement benefits are those of a coordinated plan which combines the benefits of the Public Employees Retirement Association (PERA) with regular Social Security benefits. The employee contributes 6.50% of total annual earnings to PERA. The city contributes 7.50% of the employees annual earnings to PERA. The employee also contributes the mandatory social security contribution which is matched by the City.

EDUCATIONAL ASSISTANCE

All regular full-time employees are eligible for tuition reimbursement upon satisfactory completion of approved work-related educational courses offered by accredited institutions.

EMPLOYEE ASSISTANCE

All regular full-time employees may participate in an Employee Assistance Program through HealthPartners at the Citys expense. In certain instances, this benefit extends to the employees immediate family as well.

DEFERRED COMPENSATION

All full-time probationary and regular employees are eligible to participate in a pre-tax savings program through payroll deduction.

HEALTH SAVING ACCOUNTS and/or FLEXIBLE SPENDING ACCOUNTS

All full-time probationary and regular employees are eligible to participate in the Citys pre-tax health savings account and/or flexible spending accounts for medical/dental/vision expenses and/or dependent care costs. Specific rules and regulations govern use and eligibility.

POST EMPLOYMENT HEALTH CARE SAVINGS PLAN (HCSP)

The city has implemented the Minnesota State Retirement System HCSP, which requires employees to save money on a pre-tax basis to pay medical expenses and/or health insurance premiums after termination of public service.

BEREAVEMENT LEAVE

All probationary and regular employees are eligible for bereavement leave upon the death of an immediate family member. Employees may convert up to four days of sick leave per occurrence.
