Description: Benefits Questions General Statement of Duties
This is an entry-level position for a person with actual real estate appraisal, negotiation, property management, relocation, planning, or development experience. With a minimum of supervision, reads and analyzes right-of-way plans and drawings, appraisals, title reports and environmental reports, and communicates this information to property owners and other interested parties; works closely with attorneys, business people, and others in government service; has a working knowledge of all applicable federal, state, county and city rules, regulations, and procedures; required to have basic computer skills and must be able to prepare the necessary documents to do specific task assigned.
May complete single family and other basic appraisal reports for excess land sales and loan programs, negotiate uncomplicated acquisitions and excess land sales, and work with senior negotiators with leases and more complicated acquisitions. Additional duties may include preparation of title reports and management of MSD's property inventory.
Minimum Qualifications (KSAs)

Required Education and Experience
Each applicant must have two years experience in the real estate field, in professional negotiation or acquisition services (with compensation received on a fee or salary basis, not a brokerage basis involving a commission), negotiating for acquisition or disposal of an interest in real property, including licenses, leases and settlement of property damage claims. Experience must include interpretation of real estate valuation principles; semi-legal or paralegal work in preparation or review of documents, and understanding of real property law, interpretation of maps and construction plans, and documentation of transactions; AND completion of at least 48 units in courses in International Right of Way Association (IRWA)-approved courses AND successful completion of the equivalent of at least 90 quarter credit hours in an undergraduate program at an accredited institution.
OR Four years experience in the real estate field as noted above AND completion of at least 48 units in courses in International Right of Way (IRWA) approved courses OR Four years experience in the real estate field as noted above AND completion of at least 48 hours of coursework required for certification by the Ohio Department of Transportation as a pre-qualified contractor for Right of Way services.
OTHER REQUIREMENTS
Within two years of initial appointment, incumbent must meet one of the following two requirements:
• Obtain pre-qualified certification by the Ohio Department of Transportation as required for consultants for negotiations, appraisal and/or property management; • Obtain Specialist Certification from the International Right of Way Association (IRWA) in Negotiation and Acquisition (RW-NAC).
Failure to meet the above requirement shall be grounds for corrective action up to dismissal.
Must maintain certification credentials throughout the duration of employment in this position, failure to do so may result in corrective action up to dismissal.
Must have a working knowledge of the HP 12c calculator or equivalent.
Must possess a valid Driver's license.
Must be willing to provide own automobile, when required.
Some positions may require a license as a Public Notary.

Flexible Benefits Plans
Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members. Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-time employees. New hires and re-hired employees are required to participate in the City of Cincinnatis Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements.
The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
