Summary
The Real Estate Analyst is responsible for Assessment system administration, application support and preparing/creating reports from the iasWorld system for the Assessment office, other county departments and the general public. The Real Estate Analyst is also responsible for assisting with resolution of QA/QC issues and proactively seeking to improve/enhance existing processes and reporting. In addition, the Real Estate Analyst will partner with internal and external business partners in mass appraisal review/ implementation activities as part of future countywide revaluation project(s).
Essential Duties
- Provide assessment data and statistics in various forms (database tables, flat files, printed reports, etc.).
- Modify/develop in-house reports not currently available through the application.
- Assist with finding and fixing data problems through query writing, report creation and batch updates.
- Serve as the office's "first line of defense" for issues with Oracle Database and iasWorld (aka Enterprise Assessment and Tax or Integrated Assessment System).
- Responsible for the testing of system functionality and connectivity during software and hardware upgrades/patches.
- Serve as liaison with Tyler Technologies (vendor for iasWorld) and participate in both in-office and external user groups.
- Partner/collaborate with County DCIS staff to integrate Assessment system and applications with other County systems as well as support periodic County systems upgrades/security patches.
- Perform other duties, activities and special projects in consultation with Director, Chief Assessor and Office Manager.
Qualifications/Preferred Skills, Knowledge & Experience
Required Qualifications:
- Bachelor's degree in Computer Science, Mathematics/Statistics, Real Estate or related field from an accredited university or college.
- Minimum of three to five years job-related experience with the iasWorld database, mass appraisal theory/practice and statistical analysis, especially in context of jurisdiction-wide revaluation projects.
- Ability to work independently and partner/collaborate as part of a team.
- Ability to communicate clearly and effectively in both verbal and written channels.
- Strong time management/organizati.onal skills and ability to establish/revise work priorities as operational demands dictate.
- Detail-oriented and solutions-focused.
- Customer service-focused; able to form/ask clarification questions to determine customer data needs.
- Ability to identify public versus confidential information and comply with applicable County policies regarding confidential matters.
Required Technical Knowledge/Skills:
- Expert level knowledge/skill with Oracle Databases and SQL Plus or PL/SQL Programming.
- Intermediate to expert level knowledge/skill with Microsoft Office 365 applications including Outlook, Excel and Word.
- Working knowledge of Windows systems and server hardware.

Physical Demands/Work Environment:
While performing the duties of this position, the employee is frequently required to sit. Occasionally, the employee will need to stand, walk, climb stairs and talk or hear. On rare occasions, the employee will need to reach above shoulders; bend at the waist; kneel, stoop, crouch or squat; lift and carry items; and work with an uncommon level of noise.
The specific vision requirement for this position is as follows:
- Close vision (majority of time is spent working on a computer).
- The noise level in the work environment is usually quiet.
Other:
- This position is defined as "exempt" and is "100% in office".
- This position is defined as 40-hour per week work schedule. Core work hours are 8:30am through 4:30pm, Monday through Friday.
- Ability to work extended hours, as needed and including very limited weekend hours, to accomplish certain job duties while users are signed off the iasWorld system and in coordination with County DCIS staff for periodic upgrades/patches.
