SUPERVISOR: Director of Independent Housing
SALARY RANGE: 80K-88K annually
OVERVIEW:
The Program Manager will oversee the implementation and management of Unity Care’s Rapid Rehousing program and other programs as assigned. Provid leadership and supervision to employees ensuring youth engagement, progress, and successful transition to permanent housing. This role will be responsible for program oversight, compliance, reporting, coordination, and continuous quality improvement. This position requires strong collaboration, independent problem-solving, and a commitment to fostering stability and success for youth in supportive housing programs.
DIRECT REPORTS
QUALIFICATIONS:
- Bachelor's Degree in Psychology, Social Work, Counseling, Criminal Justice, or other behavioral or social science
- Minimum 4 years of experience working with at-risk adolescents in a residential setting.
- Minimum of 2 years of management experience
- Excellent interpersonal skills with demonstrated ability to work with a wide variety of personalities
- Knowledge of and experience with housing and supportive services.
- Ability to motivate and maintain effective working relationships with staff and partners.
- Excellent writing and verbal communication skills.
- Advanced knowledge of Microsoft Offices applications.
- Excellent organizational, analytical, computer and written communication skills
- Ability to prioritize projects
- Ability to work as a team member
- Ability to practice direct communication and to give/receive feedback
- Valid CA driver’s license
- Fingerprint clearances and any other regulatory clearances necessary for the position
PRIMARY RESPONSIBILITIES:
The Program Manager will oversee the implementation and supervision of the RRH program and others as assigned, ensuring youth engagement, stability, and successful transitions to permanent housing.
1. Management & Supervision
- Provide oversight, training, professional development, and performance evaluations for direct reports.
- Ensure effective onboarding, performance management, and policy adherence.
- Maintain high staff morale through Servant Leadership practices that enables a positive and inclusive culture.
- Process timecards for team members and initiate employment status changes and updates with HR.
2. Program Operations & Implementation
- Assign new clients to the team members and manage the intake process.
- Allocate program resources effectively to optimize service delivery.
- Evaluate and improve service methods for maximum impact.
- Conduct regular staff meetings and trainings to discuss business, youth issues, and educate/prepare staff to adequately perform their jobs and ensure service quality.
- Collaborate with Case Management to integrate supportive services.
- Ensure fidelity to the Program Statement and Plan of Operations.
- Partner with the Clinical staff to ensure integration of clinical services.
3. Compliance & Reporting
- Ensure all program activities meet legal, regulatory, and funding requirements.
- Supervise the collection, compilation, and submission of all program statistics by program staff.
- Oversee timely and accurate reporting of program data and outcomes.
- Maintain confidentiality of client and employee information.
- Ensure clinical compliance with case managers and AWARDS documentation is completed.
- Facilitate a high level of youth and family engagement
- Ensure a therapeutic environment and client-focused programming
4. Program Management & Productivity
- Ensure occupancy targets are achieved and retention of youth in the program.
- Develop and refine program protocols to improve housing stability.
5. Community Engagement
- Serve as a liaison with County Child Welfare and Probation staff to support case coordination.
- Serve as community liaison and agency representative

- The employee must occasionally lift and/or move up to 25 pounds.
- The employee may be required to make and/or receive physical contact in the process of delivering First Aid/CPR or Handle with Care, or in training to those methods.
- Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Ability to get CPR and First Aid certificate within 30 days of start date, and maintain a current certificate
- Must clear a Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background check including fingerprinting before start date and maintain clearance
- Must clear a health screening, including TB before start date and maintain clearance
- Must be at least 21 years of age and able to work in a Community Care Licensed Facility
- Must be able to drive, have a valid driver’s license, clean driving record and maintain a clean driving record.
- Meet and maintain the minimum vehicle liability and property insurance limits (in order to be insured by our insurance carrier for transportation of residents)
