Rail Facilities Engineer (Principal, Senior, or Engineer)

OverviewMetro Transit, a regional transit agency serving the Twin Cities metropolitan area, operates buses, light rail, commuter trains, and related services. The Engineering Department oversees the development and construction of public and support facilities, including rail and bus stations, maintenance facilities, and other passenger infrastructure.ResponsibilitiesLead or assist small to large rail and bus facility projects from 3 months to 3 years, developing or supporting project budgets and schedules.Develop scope of services, RFPs, and consultant contracts and participate in contract negotiations.Assist in project plan, specification, and estimate preparation for capital and operating projects.Use independent judgment, perform assignments independently, and request technical guidance on unusual problems.Serve as project engineer on projects of varying complexity, managing multiple concurrent projects.Coordinate with external entities and stakeholders, including units of government, the public, private parties, and regulatory bodies.Monitor consulting engineer work for contract compliance and administer those contracts.Advise the Council construction representative on design and cost issues during construction.Provide engineering services in planning, design, construction and implementation of capital improvement projects.Lead coordination efforts with other Metro Transit departments to define project goals, budgets, and timelines.Serve as project manager for RFP or IFB processes, working with Purchasing and Finance departments.QualificationsPositions will be filled at one of the following classifications based on qualifications and departmental needs:Principal Engineer – Grade I (salary range $96,512 - $156,624). Requires a Bachelor's degree in Engineering or related discipline and five years of related experience. Must be registered as a Professional Engineer in Minnesota or a state with reciprocity.Senior Engineer – Grade H (salary range $89,232 - $144,830). Requires a Bachelor's degree in Engineering or successful completion of the Fundamentals of Engineering exam and at least four years of related experience.Engineer – Grade G (salary range $82,555 - $133,973). Requires a Bachelor's degree in Engineering or related discipline and at least three years of related engineering experience. Must complete the Fundamentals of Engineering exam within six months of hire.All positions require a valid driver's license with an acceptable driving record.Preferred QualificationsExperience in design and construction of rail/bus stations, operations and maintenance facilities, track infrastructure, signalized grade crossings, rail signal priority, or traction power.Experience in project management and coordination of multiple disciplines.Experience preparing plans and specifications.Experience leading and facilitating complex technical meetings.Ability to develop and maintain positive working relationships with a diverse workforce.Skills and Abilities Expected Within the First Six MonthsKnowledge of engineering theories, design and construction principles.Understanding of engineering/architectural design and construction.Familiarity with project management methods and techniques.Basic proficiency in MS Word, Excel, Adobe Pro, and Bluebeam.Knowledge of technical specification procedures, project proposals, cost estimates and bidding procedures.Ability to write routine reports and correspondence.Ability to speak effectively before groups of customers or clients.Ability to read and interpret safety rules, operating and maintenance instructions, and procedure manuals.Basic arithmetic and data interpretation skills.Ability to provide basic client services to interagency stakeholders, the public and other agencies, with tact and courtesy.Effective use of technology to analyze information, identify problems, create solutions and make decisions.Perform work with accuracy and thoroughness, using time productively and maintaining priorities.Work effectively in a team structure and demonstrate commitment to team goals.Work with minimal supervision and assistance.Maintain a good attendance record, complete work on time, and follow policies and operating procedures.BenefitsCompetitive salary and excellent benefits.Opportunities for training and tuition reimbursement.Good work/life balance.Work EnvironmentWork primarily in a standard office environment with occasional travel to construction sites.
