The Site Safety, Quality & Construction Manager is a full‑time, on‑site role overseeing construction operations, safety compliance, and quality control on a federal healthcare roofing project in North Chicago, IL. This position serves simultaneously as the Site Safety and Health Officer (SSHO), Competent Person, and Superintendent/Construction Quality Control (CQC) Manager, ensuring strict adherence to OSHA 29 CFR 1926, USACE EM 385‑1‑1, and applicable VA and NAVFAC requirements. The role focuses on managing daily field activities, supervising subcontractors, administering the Accident Prevention Plan (APP), conducting inspections, and delivering safe, compliant, and high‑quality work in an occupied medical facility.

Responsibilities

• Oversee day‑to‑day construction operations for the roofing project at a federal healthcare facility, ensuring work is completed safely, efficiently, and to specified quality standards.
• Serve as the Site Safety and Health Officer (SSHO), Competent Person, and Superintendent/CQC Manager with authority over site safety, quality control, and construction activities.
• Ensure full compliance with OSHA 29 CFR 1926, USACE EM 385‑1‑1, and applicable VA and NAVFAC safety and quality requirements throughout all phases of the project.
• Administer and enforce the Accident Prevention Plan (APP), including site‑specific safety procedures, hazard identification, and corrective actions.
• Plan, coordinate, and supervise daily field activities, including scheduling work, sequencing tasks, and aligning resources to meet project milestones.
• Direct and oversee subcontractors, ensuring they follow safety protocols, quality standards, and contract requirements.
• Implement and manage the three‑phase quality control process (Preparatory, Initial, Follow‑Up) for all definable features of work.
• Conduct preparatory meetings to review plans, specifications, safety requirements, and quality standards before work begins.
• Perform initial inspections at the start of each definable feature of work to verify compliance with approved plans, specifications, and safety requirements.
• Carry out follow‑up inspections to confirm that work continues to meet quality standards and that any deficiencies are corrected promptly.
• Manage all inspections, testing, and documentation required under the CQC system, including maintaining accurate records and reports.
• Oversee project closeout quality requirements, ensuring all punch‑list items, testing, and documentation are completed and submitted in accordance with contract standards.
• Coordinate and communicate with project stakeholders to address safety, quality, and construction issues in a timely and professional manner.
• Ensure construction activities are planned and executed in a manner that minimizes disruption to ongoing operations within the occupied medical facility.
• Promote a strong safety culture on site through ongoing safety training, toolbox talks, and reinforcement of best practices.
• Monitor compliance with safety training requirements and verify that all personnel maintain appropriate safety credentials (such as OSHA 30).
• Identify, document, and resolve non‑conformances related to safety and quality, implementing corrective and preventive actions.
• Support the use of NAVFAC eCMS or similar systems for quality documentation and reporting, where applicable.

Essential Skills

• Proven experience in construction safety and quality control on federal construction projects, preferably in healthcare or similarly complex environments.
• Strong background in construction site management, including coordination of daily field activities and supervision of subcontractors.
• Demonstrated expertise in safety compliance with OSHA 29 CFR 1926 and USACE EM 385‑1‑1 standards.
• Experience serving as Site Safety and Health Officer (SSHO) or equivalent safety leadership role on construction projects.
• Hands‑on experience implementing and managing a Construction Quality Control (CQC) system, including the three‑phase control process (Preparatory, Initial, Follow‑Up).
• Ability to administer and enforce an Accident Prevention Plan (APP) and site‑specific safety procedures.
• Strong understanding of federal construction safety and compliance requirements, including VA and NAVFAC standards.
• Proficiency in conducting safety training, toolbox talks, and ongoing safety communication for field personnel.
• Ability to manage inspections, testing, and documentation in a structured and organized manner.
• Effective communication and leadership skills to direct subcontractors and coordinate with project stakeholders.
• Capability to operate as the Competent Person on site, identifying hazards and implementing corrective measures.
• Experience with construction quality control in commercial and healthcare environments.

Additional Skills & Qualifications

• Experience with NAVFAC eCMS or similar electronic construction management and quality documentation systems is preferred.
• OSHA 30‑hour construction safety training or equivalent advanced safety credential is strongly desired.
• background in federal construction projects involving NAVFAC and Department of Veterans Affairs facilities is an advantage.
• Knowledge of health and safety best practices specific to work in occupied medical facilities.
• Familiarity with roofing construction and replacement projects in commercial or institutional settings.
• Strong organizational skills and attention to detail for managing documentation, reporting, and closeout requirements.
• Ability to foster a culture of safety, quality, and compliance across diverse teams and subcontractors.

Work Environment

This role is based full‑time on site at a federal healthcare facility in North Chicago, IL, supporting a project to replace the roof on the main hospital building. The work takes place in and around an occupied medical center, requiring careful coordination to minimize disruption to patient care and clinical operations. The environment involves active construction areas, rooftop work, and interaction with hospital staff and other stakeholders, with strict adherence to safety protocols and infection control considerations. The position operates within a federal construction framework, following NAVFAC and Department of Veterans Affairs standards and utilizing technologies such as NAVFAC eCMS for documentation where applicable. Work hours follow typical construction schedules, with the need to be present during core site activities and inspections. Appropriate construction site attire and personal protective equipment are required at all times, reflecting the safety‑focused culture and regulatory demands of the facility.

Job Type & Location

This is a Contract position based out of North Chicago, IL.

Pay and Benefits

The pay range for this position is $40.87 - $48.07/hr.
