General Job Information

Job Summary

This position is located in the Department of Forensic Sciences (DFS). The mission of the DFS is to provide high-quality, timely, accurate, and reliable forensic science services using best practices and best available technology, focusing on unbiased science and transparency, to enhance public safety and health.

The Quality Assurance Specialist (Forensic) will be directly accountable to the Supervisory Quality Assurance Specialist to support in the oversight of the Department of Forensic Sciences Quality Assurance Program. The incumbent is responsible for assisting in quality related functions of the agency by addressing and maintaining accreditation needs, quality assurance, and certification aligned with the programmatic needs of the Forensic Science Laboratory (FSL) and/or Crime Scene Sciences (CSS).

Duties and Responsibilities

The incumbent primarily is responsible for accreditation strategy, planning, execution, coordination, and maintenance and prepares and implements an annual Quality Improvement and Enhancement Plan which includes a review of quality assurance data and findings, as well as an annual plan for quality assurance monitoring, for tracking trends as it pertains to quality assurance data; and services as an expert advisor for accreditation, certification, and national standards as they pertain to quality improvements and accreditations issues and provides technical expertise to DFS personnel as it pertains to quality improvement issue, and guidelines, for all operational components to meet and best serve the agency's goals and missions.

Assists with identifying and establishing training needs and resource requirements after evaluating all programmatic areas; and develops monitoring instruments to enhance agency and staff performance (measures and goals). Ensures that evaluations of all programs offered by DFS have established standards/SOP's that are meaningful and measurable; and evaluated on a regular basis to ensure that the programs meet the needs of the clients.

Qualifications and Education

Education: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. Or

Specialized Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.

Working Conditions/Environment

The work is primarily performed in an office setting; however, incumbent may occasionally perform work in the laboratory or be required to accompany the crime scene division personnel externally on scenes.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Position Designation: This position has been designated as emergency and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding essential/emergency employees. As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).
