Position for the Heart of Texas Workforce Development Board

Primary Purpose:

Performs moderately complex investigative, compliance, and technical assistance work related to Child Care Services program integrity and fraud prevention. Work involves conducting investigations, reviewing documentation, interviewing relevant parties, preparing findings and recommendations, and collaborating with internal and external partners to ensure compliance with Texas Workforce Commission requirements and Child Care Development Fund (CCDF) regulations.

Qualifications:

Education/Certification:

  • Graduation from an accredited four-year college or university with major coursework in social work, counseling, early childhood education, Public Administration, criminal justice, elementary or secondary education, or a related field is generally preferred. Experience and education may be substituted for one another.
  • Minimum 3-5 years of relevant professional experience

Special Knowledge/Skills:

  • Understand, apply and communicate rules, regulations and guidelines prepared by state and federal agencies relating to work force child care programs as administered in Texas;
  • Use resource documents and other sources to develop policy, procedures, or responses to address concerns and issues
  • Organize work, manage time and projects, and meet deadlines;
  • Work effectively with peers, contractors, and State professionals;
  • Demonstrate competence in word processing, spreadsheets, databases, Web-based programs and other automated systems as needed;
  • Demonstrate proficiency in verbal and written communication;
  • Manage multiple tasks, work independently, and demonstrate initiative in handling difficult situations.

Major Responsibilities/Duties:

  1. Conduct Quality Assurance review for non-compliance involving Childcares Child Service Program Policy related to

participants and childcare providers.

  1. Review eligibility documentation, income verification, employment records, residency documentation, attendance

records, and provider billing submissions.

  1. Conduct interviews with parents, providers, employers, staff, and third-party contacts as necessary.

  2. Prepare detailed reports, summaries of findings, and recommendations for corrective action.

  3. Coordinate with CCS eligibility staff, monitoring teams, legal counsel, and Texas Workforce Commission staff.

  4. Identify process gaps, internal control weaknesses, and opportunities for fraud prevention improvements.

  5. Conduct field visits and on-site review/investigations as needed.
